Governments normally guarantee the basic human rights and physical security of their citizens. But when people have to flee and seek asylum in another state, becoming refugees or when they turn out to be stateless, with no citizen rights, this safety net disappears.
UNHCR in Central Europe works towards the legal and physical protection of these people in a variety of ways. It carries out regular monitoring of access to territory and reception conditions at the borders and in all types of detention and reception facilities. It audits asylum procedures and decisions, and carries out a systematic advocacy for quality improvement. It also intervenes in individual cases, when required.
UNHCR regularly comments on international, national and European Union asylum law and other legislations relevant to asylum and migration and makes concrete recommendations. In flagrant cases it goes beyond comments and advices and may even refer state practices to the relevant court.
