Admission under these programmes is often granted on a temporary basis and can <\/span><span style=\"font-size: 19px\">be extended through an application for asylum upon arrival. <\/span><span style=\"font-size: 19px\">In some situations, humanitarian pathways are also used<strong> for persons in urgent need but without verified international protection needs<\/strong>. They can be used in the early stages of emergencies, as a solution for particularly vulnerable groups, and as a complementary tool to other pathways such as facilitating extended family reunification. It is important for UNHCR that humanitarian pathways carry the maximum protection impact possible and are designed to complement the broader international protection system - including by not replacing resettlement programmes.&nbsp;<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The types of programmes vary owing to the different actors involved, their level of expertise, the refugee situation being responded to and the local context. Because of this, UNHCR\u2019s operational engagement shifts according to the programme. UNHCR is not responsible for establishing eligibility or selection criteria - these are the responsibility of program designers - specifically, governments and NGOs, faith-based organisations and civil society. UNHCR\u2019s primary responsibility in humanitarian pathways is to encourage programs that respond effectively to protection needs on the ground, are complementary to resettlement, and are geared towards providing lasting solutions.
