In contexts where livelihood and economic inclusion interventions are already under way, facilitation and advocacy role, avoiding the creation of parallel systems may be most suitable for UNHCR.<\/p>\n<p>In some operational contexts, local service providers, including but not limited to civil society organizations, NGOs, refugee-led organizations, do not have the resources (e.g. skills, knowledge, training, funding, staffing) to work on complementary pathways. UNHCR may step in to fill the gaps and, consequently, play a temporary capacity-building role, support with fundraising efforts, strategy building and link local initiatives with existing development and migration initiatives and with international partners involved in sourcing refugees for specific pathways opportunities.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section][et_pb_section fb_built=&#8221;1&#8243; This follows from the <a href=\"https:\/\/www.unhcr.org\/about-unhcr\/who-we-are\/global-compact-refugees\">Global Compact on Refugees<\/a>, which emphasizes the need to make pathways available to refugees on a more systematic basis. UNHCR\u2019s 2022-2026 <a href=\"https:\/\/reporting.unhcr.org\/unhcr-strategic-directions-2022-2026\">Strategic Directions <\/a>also affirm the need to expand, pursue and adapt complementary pathways. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading {\"level\":4} -->\n<h4 class=\"wp-block-heading\">Complementary pathways and family reunification form a vital part of UNHCR\u2019s protection work and overall strategy.&nbsp;&nbsp;<\/h4>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>Of the many roles and responsibilities needed to grow pathways, most of these do not require UNHCR\u2019s case processing support \u2013 nor is UNHCR an organisation best placed to undertake them. The documents should conform to ICAO machine readability standards, are renewable through country of asylum consulates and offer the right of return to countries of asylum. Like how pathways for regular migration are designed to facilitate safe and orderly avenues for migrants, complementary pathways aim at strengthening responsibility sharing and facilitating safe and orderly movement for refugees. However, given the specific situation of refugees that prevents their return to countries of origin, complementary pathways must adhere to different standards guided by international refugee law and rooted in the principle of protection against <em>refoulement.<\/em>&nbsp;<br>&nbsp;<br>There are strong advantages in working to secure both sets of pathways - regular ones and complementary. Identifying legal and workable opportunities to reinforce access to protection and solutions is highly relevant for refugees and migrants alike and alleviates pressure on both asylum and migration spaces. Due to these needs, UNHCR has commissioned the multi-functional Task<strong> <\/strong>Team on Onward<strong> <\/strong>and Mixed Movements (TTOMM) to respond appropriately to mixed and onward movements and to support UNHCR\u2019s engagement with States.
