_module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>The <strong>1951 Convention Travel Document (CTD)<\/strong> <strong>is the most known type of refugee travel document<\/strong> issued in accordance with Article 28 of the 1951 Refugee Convention or Article 6 of the OAU Convention to refugees by the State where they are legally staying.<\/p>\n<p>States party to the <a href=\"https:\/\/www.unhcr.org\/media\/convention-and-protocol-relating-status-refugees\" target=\"_blank\" rel=\"noopener\">1951 Convention<\/a> and the <a href=\"https:\/\/www.unhcr.org\/media\/oau-convention-governing-specific-aspects-refugee-problems-africa-adopted-assembly-heads\" target=\"_blank\" rel=\"noopener\">OAU Convention<\/a> <a href=\"https:\/\/www.refworld.org\/policy\/exconc\/excom\/2017\/en\/118825\" target=\"_blank\" rel=\"noopener\">are under an obligation<\/a> to issue a travel document to a refugee lawfully staying in the country and to mutually recognize travel documents issued by other State parties. They are also encouraged to issue travel documents to other refugees in their territory with particular consideration for refugees who are unable to obtain travel documents from their country of lawful residence.<\/p>\n<p><strong>Alternative means of documentation<\/strong> that would provide for similar safeguards may also be considered by States not party to the 1951 Convention or the OAU Convention<u><a href=\"https:\/\/www.unhcr.org\/uk\/media\/oau-convention-governing-specific-aspects-refugee-problems-africa-adopted-assembly-heads\"><\/a><\/u>, or where delays and other barriers to asylum procedures render fully ICAO-compliant travel documents less available. The program provides beneficiaries with facilitated access to the French higher education system as well as administrative, social, and financial support including a living allowance for the entire duration of their studies. UNIV\u2019R was launched in September 2022.
