Refugees should have the opportunity to access safe and regular migration options\u2013just like anybody else. Making these opportunities more available and systemic is fundamentally what complementary pathways are about.<\/h3>\n

UNHCR’s vision about complementary pathways<\/h2>\n

UNHCR\u2019s long-term vision<\/strong> is a world in which refugees can make informed choices about their migration options and enjoy the freedom of movement to do so. In this world, refugees, have access to documentation and rights, and can independently navigate migration frameworks which can maintain their own purposes while being adjustable to the specific needs of refugees.<\/p>\n

To get there, UNHCR advocates that the laws and policies governing migration are adapted to be more inclusive of refugees. The short-term vision<\/strong> involves supporting the development of partnerships to broaden access to opportunities through links between departure and destination countries with appropriate regulatory systems, while advocating for the gradual removal of obstacles. In this, UNHCR plays a coordinating and capacity-building role ensuring protection, mobilizing support, acting as a bridge between partners, and ensuring refugees are included in a globalized world.<\/strong><\/p>\n

To achieve this goal, flexibilities that lift refugee-specific obstacles must be implemented in migration frameworks. Removing entrenched obstacles around refugee mobility unlocks many more options for displaced people - shifting dynamics in favour of individuals\u2019 agency, self-reliance and self-determined outcomes. Refugees can access migration channels with full respect for their international protection and are provided with refugee travel documents by countries of asylum that are recognised by and renewable in destination countries<\/em><\/strong><\/em><\/h5>\n\n\n\n

UNHCR\u2019s long-term vision<\/strong> is a world in which persons in need of international protection can make informed choices about their migration options, enjoy the freedom of movement to do so, and are able to navigate migration frameworks that are built with their realities in mind (with relevant support services available, if needed). The longer-term goals of complementary pathways and family reunification are systems focused.<\/strong> <\/p>\n<\/div>\n\n\n\n

However, to get here UNHCR supports initial project work \u2013 driven by the need to diagnose hurdles, formulate solutions and develop partnership. The short-term vision involves supporting the growth of partnership networks and systems, while advocating for the removal of obstacles over time. While the necessary enduring structures are being put into place, UNHCR plays a coordinating and capacity building role \u2013 mobilising support, acting as a bridge between partners, and overall broadening horizons around solutions for displaced persons.  <\/p>\n<\/div>\n<\/div>\n\n\n\n
