معالي السيدة نفين كباش وزيرة الشؤون الاجتماعية˓ أصحاب السعادة السفراء˓ أيها السيدات والسادة الأكارم˓ ضيوفنا الأعزاء
اسمحوا لي أن أبدأ كلمتي بالإعراب عن خالص شكري لمعالي الأمين العام لجامعة الدول العربية السيد أحمد أبو الغيط لموافقته الكريمة على تنظيم الاحتفال السنوي ليوم اللاجئ العالمي مع المفوضية السامية للأمم المتحدة لشؤون اللاجئين. انه شرف كبير لمنظمتي. ويسعدني أن أقف أمامكم هذا المساء وأخاطبكم بفخر وتواضع من هذه الباحة الجميلة داخل هذا المبنى العريق، مقر أهم منظمة إقليمية عربية، والتي تحمل على كاهلها منذ أكثر من خمسة وسبعين عاما آمال أمة بأكملها تمتد من المحيط إلى الخليج
تعكس هذه الاحتفالية اليوم شراكة متينة في العمل بين جامعة الدول العربية والمفوضية السامية الأمم المتحدة لشؤون اللاجئين. فخلال السنوات الخمسة الماضية، طورت المنظمتين ثلاث استراتيجيات حول حماية الأطفال اللاجئين، وإتاحة الخدمات الصحية للاجئين، وكذلك الوقاية والاستجابة للعنف الجنسي في وضع اللجوء وخاصةً ضد النساء والفتيات. كما أصدرت الأمانة العامة إعلانين هامين بالتعاون مع المفوضية، أحدهما بشأن تعليم الأطفال في وضع اللجوء والآخر حول الانتماء والهوية لتأمين أوراق الثبوتية للأطفال عند الولادة وتعزيز المساواة بين الجنسين في الحصول على الجنسية. وقد تم استكمال هذا الاعلان الأخير بخطة عمل تم إقرارها من قبل الدول الأعضاء في الشهر الماضي
وفي هذا الصدد، أود أن أعرب عن خالص شكري لكافة كوادر الأمانة العامة وخاصة في قطاع الشؤون الاجتماعية برئاسة سعادة الدكتورة هيفاء ابو غزالة˓ كما أود ان أعرب عن امتناني للدول الأعضاء لاعتمادها هذه الوثائق والتي ستنعكس ايجابا على وضع اللاجئين في المنطقة العربية
أيها السيدات والسادة
يذكرنا الاحتفال بيوم اللاجئ العالمي بحقيقة مؤلمة وهي ان المنطقة العربية تضم ما يقارب نصف لاجئي العالم ومن ضمنهم أكبر مجموعة من اللاجئين، وهم السوريين، وأقدم مجموعة من اللاجئين، وهم الفلسطينيين. كما بوجد لاجئين من جنسيات أخرى في مصر والمنطقة وأعدادهم في ازدياد مستمر منذ عقد من الزمن. نحن نحتفل اليوم بشجاعة اللاجئين في منطقتنا وسائر انحاء العالم. نحتفل بصلابتهم وقدرتهم على التأقلم في بلدان اللجوء وفي بلدان إعادة التوطين، كما نعمل على تحقيق آمالهم الدؤوب في مستقبل واعد لهم ولعوائلهم وفي عودة كريمة وآمنة إلى بلدهم وديارهم. إن القوة الذاتية للاجئين وتفاؤلهم الدائم هما مصدر إلهامنا ولكافة العاملين في الحقل الانساني
نحتفل بيوم اللاجئ العالمي هذا العام تحت شعار الشمول أو الاندماج في مجال التعليم والصحة والرياضة وهذا شعار موفق خاصة في ظل جائحة كورونا. ان الاندماج أو الشمول في هذه القطاعات الثلاثة هو أفضل وسيلة لمساعدة الأشخاص الأكثر احتياجا بما في ذلك اللاجئين وطالبي اللجوء. حيث ان مهما كانت تكلفة الاندماج والشمول عالية ستكون فوائده وعائداته مضاعفة على المجتمع وأفراده. لذلك علينا ان لا نترك أي لاجئ يتخلف عن الركب
إن استقبال الأشخاص الفارين لينجوا بأرواحهم وأرواح الأعزاء عليهم ليس جديدًا على هذا البلد. لطالما عُرفت مصر على مر العصور بكرمها وحسن ضيافتها، وهذا ما حصل على سبيل المثال “للعائلة المقدسة” منذ أكثر من ألفين سنة وللكثيرين من بعدها الذين دخلوا مصر آمنين ومازالوا يدخلونها آمنين
وبالختام أود أن أتوجه بالشكر الي زميلي قيدر أيوب وشركائنا في جامعة الدول العربية لتنظيم هذا الاحتفال
Your excellencies,
Ladies and gentlemen,
Allow me to express my sincere gratitude to His Excellency, Mr. Ahmed Aboul Gheit, the Secretary-General of the League of Arab States for having accepted to commemorate World Refugee Day with UNHCR. This is a great honour for my organization. It is with a mix of pride and humility that I am standing in front of you this evening from the beautiful courtyard of this renowned building, the seat of the most prominent Arab regional organization, that has been for more than 75 years the symbol of the hopes of an entire nation stretching from the ocean to the Gulf.
The joint commemoration this evening is a reflection of the strong partnership in action in favor of refugees in the region between the Arab League and UNHCR. During the past five years, our two organizations have developed three groundbreaking strategies for refugees in the region, namely, 1. on the protection of refugee children; 2. access of refugees to public health services; and 3. on the prevention and responses to all forms of violence in asylum context especially against girls and women. We also jointly produced two important declarations, 1. on access of refugee children to public education; and 2. on Belonging and Legal Identity to ensure birth registration and gender-equal nationality rights.
Ladies and gentlemen,
We are commemorating WRD this evening with our partners on the ground in Egypt. I want to express my most sincere appreciation to all of them and specifically to our appealing partners in the framework of the Regional Refugee Response Plan or 3RP for Syrian refugees and the Egypt Response Plan or ERP for refugees from other origins. My gratitude goes to our sister UN agencies, NGOs, and International NGOs. We are together on the frontline of humanitarian actions. Without this diverse and multiple cohort, none of us would be able to thoroughly care for refugees.
I also want to express my sincere gratitude to all our generous donors for their support to our activities. I hope they will forgive me for not being able to mention all of them by name for the sake of time, but they are listed on our social media websites. All donations are important. Beyond the financial aspect, they are clear signs of strong political and moral encouragement.
I wish to take the opportunity of this gathering to specifically mention one donor. I want to thank the Government of the United States of America, that has generously support UNHCR Egypt since 2017 with USD 108 million. This is impressive. This is a sign of compassion towards refugees. It is also a sign of concrete solidarity with Egypt as a host country and finally it is a sign of trust and confidence in UNHCR Egypt. My colleagues and I are overwhelmed. Many thanks to the US Government.
I also want to take this opportunity to thank our generous resettlement countries. Resettlement and legal pathways remain an indispensable means to share responsibility for the global displacement crisis – an idea central to the Global Compact on Refugees. During the last decade, approximately 36,000 refugees have been resettled from Egypt to various countries in Europe and North America. This is remarkable. They too are listed on our social media websites.
And finally, I express my sincere appreciation to the Government of Egypt for hosting refugees and for having established a humanitarian space that goes beyond the 1951 convention. Egypt has put in place a remarkable standard of treatment for refugees and has given them access to major social services such as education and healthcare. During the pandemic refugees were given equal access to medical care and vaccination on equal footing as Egyptians. Moreover, Egypt is aiming to take more commitments towards refugees as it has stated during the pledges it made at the Global Refugee Forum in December 2019 including through the drafting of an asylum law initiated two years ago.
