In the context of professionalizing the UNHCR Staff Development function, the role of the post is to contribute towards the shaping and promotion of a performance and learning culture in UNHCR. The incumbent is accountable for the development of sound learning strategies and customized learning solutions and for providing operational guidance to staff of UNHCR in programme management.
Through his/her programme management-related work, the incumbent pro-actively seeks to influence the learning culture amongst colleagues and increasingly by providing internal consultancy services to others on an individual basis on the design, development, delivery and evaluation of learning activities.
More specifically the post requires that the incumbent work both internally with individuals and groups of staff and in consultation with the field offices and other counterparts concerning learning/training related activities to ensure appropriate cross-linkages of all UNHCR operations/programme related learning programmes.
The incumbent plays a supporting role for any operations/RBM-related staff development and learning activities.
The staff member participates in the development of tools and mechanisms, including identifying and applying new approaches to promote individual and organisational learning and knowledge sharing, using formal and informal methods, and contributing to the improvement of learning materials (including modules).
Building on his/her familiarity with the local language and context, the incumbent is expected to be proactive in assisting the GLDC to make best use of learning/training institutions and potential vendors in the country and abroad. Therefore the incumbent may interact with external service providers ¿ consultants, printing and production companies etc. and, with a view to support the smooth running of GLDC Programme Unit learning programmes and have a special responsibility if outside contacts require local language skills.
Under the direct supervision of his/her manager, the incumbent handles budgets in his/her area of responsibility and contributes to the preparation of budget submissions. She/he will execute decisions taken by his/her supervisor regarding expenditure of funds and is tasked with establishing and maintaining efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff rules and regulations.
She/he is supervised by the Senior Staff Development Officer, (Programme) who will provide overall direction and guidance in connection with the work.
