Montenegro

UNHCR in Montenegro operates under the coordination of the Representation for Central and South-East Europe (RCSEE). The RCSEE is based in Budapest and supports operations in the region through a range of field presences and operational modalities.

UNHCR has been present in Montenegro for over three decades, working to protect and support asylum seekers, refugees, and stateless persons. Our mission is to ensure that every person forced to flee can live in safety, rebuild their lives, and exercise their rights with dignity.

Montenegro is a signatory to the 1951 Refugee Convention, its 1967 Protocol, and key statelessness conventions, demonstrating its commitment to international protection standards. UNHCR Representation for Montenegro works in close cooperation with the Ministry of Interior, other state institutions, NGOs, and local communities to strengthen the national asylum system, prevent and resolve statelessness, provide legal support, and advocate for lasting solutions.
