global_colors_info=&#8221;{}&#8221; custom_padding__hover=&#8221;|||&#8221;][et_pb_text _builder_version=&#8221;3.27.4&#8243; z_index_tablet=&#8221;500&#8243; global_colors_info=&#8221;{}&#8221;]<\/p>\n<h3><b>UNHCR\u2019s 2019 NGO Innovation Award<\/b><\/h3>\n<p><b>Reflections on inclusion, innovation\u00a0 and the future<\/b><\/p>\n<p>In 2019, the UN Refugee Agency (UNHCR)\u00a0 launched the second Non Governmental Organization (NGO) Innovation Award to continue encouraging innovation among NGOs working with refugees and displaced persons. Organizations taking an innovative approach to partnerships and connectivity were invited to submit their proposals and solutions. These two categories were chosen with an understanding that nontraditional partnerships that are people-centered and community-based can overcome challenges in creative ways. It also acknowledges, in the current global landscape, the importance of addressing connectivity challenges in inclusive ways, a strategic priority for the Innovation Service. The award received 266 submissions from 59 countries and after a thorough selection process, a Jury panel selected the three winners of this year\u2019s edition.\u00a0<\/p>\n<ul>\n<li><a href=\"https:\/\/xavierproject.org\"><b>Xavier Project<\/b><\/a> provides community-led learning that enables refugees to lead fulfilled lives. In Uganda they partner with grassroots organizations and strengthen their skills and capacities to ensure that they can keep delivering quality services in their local communities. Their project, which leverages and amplifying the impact of refugee-led organizations was awarded the partnership category prize.\u00a0<\/li>\n<li><a href=\"https:\/\/vgwb.org\"><b>Video Games Without Borders<\/b><\/a> develops and distributes high-quality video games to make literacy accessible to all. The organization believes that accessible and engaging digital games can be a powerful tool to promote literacy and the psychosocial wellbeing of children around the world. Their free mobile game<a href=\"http:\/\/www.antura.org\/\"> Antura and the Letters<\/a>\u009d won in the connectivity category and, after being tested in Jordan, the idea is expanding to Afghanistan.\u00a0<\/li>\n<li><a href=\"http:\/\/laboratorio53.it\"><b>Laboratorio 53 ONLUS<\/b><\/a> strives to promote inclusion and facilitate refugees\u2019 journey towards autonomy, through diverse activities promoting socialization, empowerment and creative self expression. They won the Jury\u2019s choice prize, with their project \u201cInvisible Guides\u201d which uses storytelling and refugees\u2019 experiences of displacement to create soundwalks through the city of Rome and bring together refugees and local communities.<\/li>\n<\/ul>\n<p>UNHCR reached out to all three winners to hear their thoughts on innovation, inclusion and their hopes for the future after winning this award.<\/p>\n<p><b>Inclusion first<\/b><\/p>\n<p>Inclusion is at the center of UNHCR\u2019s work with refugees. As the <a href=\"https:\/\/www.unhcr.org\/the-global-compact-on-refugees.html\">Global Compact on Refugees<\/a> notes, <i>\u201cresponses are most effective when they actively and meaningfully engage those they are intended to protect and assist. All partners and stakeholders should continue to develop and support consultative processes that enable refugees and host community members to assist in designing appropriate, accessible and inclusive responses\u201d. <\/i>In this endeavour, the importance of civil society and especially the organizations led by refugees are paramount. The NGO Innovation Award is one of many tools UNHCR is using to identify and promote inclusion and refugee-led initiatives.\u00a0<\/p>\n<p>From making video games accessible to children in forced displacement situations to strengthening the skills of refugee-led organizations, inclusion played a strong role in this year\u2019s NGO Innovation Award. All organizations emphasized the importance of working with local communities. For example, Xavier Project team remarked,\u201c<i>Inclusion means supporting members of the communities we serve to gain enfranchisement and a voice in the international development process. The people our projects benefit aren\u2019t \u201cbeneficiaries\u201d, nor \u201ccustomers\u201d \u2013 they\u2019re partners.\u201d<\/i> Laboratorio 53 echoed this statement by saying that, \u201c<i>Inclusion means working together, refugees and local communities, to create a better society. In our idea, NGOs and local organizations can&#8217;t consider refugees only as beneficiaries of their work.\u201d<\/i><\/p>\n<p>A crucial reason to work with local communities is that they have a greater understanding of their own needs and can find the most appropriate solutions: <i>\u201cNot only do community projects cost less to implement than those run by INGOs, but they\u2019re far more sensitive and adaptive to the challenges present in their communities,\u201d <\/i>says Xavier Project<i>.\u00a0<\/i><\/p>\n<p>According to the team at Video Games Without Borders, collaboration and multi-stakeholder engagement are crucial, particularly when it comes to scaling and\u00a0 adapting ideas and projects to new places: \u201c<i>We always try to establish a win-win partnership with local organizations that know the context and its specific challenges. <\/i><i>Engagement with and inclusion of communities shouldn&#8217;t be limited to single projects or initiatives, it should be at the core of each organization work:<\/i> \u201c<i>It&#8217;s time that both locals and refugees have equal decision-making power and can contribute to the short and long term objectives of organizations,\u201d <\/i>says Laboratorio 53.<\/p>\n<p><b>Innovation in context\u00a0<\/b><\/p>\n<p>These winning projects are a reminder that innovation is multifaceted and always defined by context: it cannot be captured, reduced, and simplified into a common essence or quality. Every organization participating in the award took a unique approach to solving the complex challenges they were faced with.<\/p>\n<p>As Laboratorio 53 explains, an innovative approach to integration can create a bridge between the personal and the public spaces. Their project \u201cInvisible Guides\u201d connects refugees and hosting countries, bringing personal stories and experiences of displacement to both locals and tourists visiting Rome.\u00a0<\/p>\n<p>For others, innovation involves connecting areas that aren\u2019t traditionally associated with each other. As the team at Video Games Without Borders says, \u201c<i>we innovate by applying the best entertainment techniques to social impact.\u201d<\/i><\/p>\n<p>The winners\u2019 insights suggest that rather than the big, sudden and disruptive lightbulb \u201c<i>ah-ha!\u201d<\/i> moment, more often than not,<a href=\"https:\/\/aeon.co\/essays\/most-of-the-time-innovators-don-t-move-fast-and-break-things\"> innovation happens as the result of recombining distinct elements, of smaller and almost unnoticeable shifts in the complex machinery of a system, organization or process<\/a>. How can organizations work with what is already there, make it more efficient and effective, maximize the impact each of us can have individually?\u00a0<\/p>\n<p>The Xavier Project tries to answer this question, proposing a model that increases the capacities of smaller organizations and helps build new coalitions, making the most out of the existing resources and learning from each other\u2019s experiences.<\/p>\n<p><b>The future<\/b><\/p>\n<p><i>\u201cWe see the NGO Innovation Award as an important platform for new ideas, for giving organizations the space to try out new approaches.\u201d\u00a0 &#8211; <\/i>Xavier Project\u00a0<\/p>\n<p>The NGO Innovation Award was established to encourage and inspire UNHCR partners to use creative ideas and solutions to overcome the different challenges caused by forced displacement. Looking towards the future, this award has given all three winning organizations a foundation and support system to dream big and expand their projects.\u00a0<\/p>\n<p><i>\u201cWe strongly believe in digital games as part of the innovations we need to change the world for the better. There is a growing interest in using digital entertainment for social change and the award will allow us to speed up the development of our project and accelerate our impact,\u201d <\/i>says Video Games Without Borders.<\/p>\n<p>Through the NGO Innovation Award, UNHCR leverages NGOs\u2019 creative capacity to deliver better services and solutions for refugees and displaced persons and make innovation more accessible. The Award was widely announced for the first time in 2018, amongst NGOs working with refugees and displaced persons.&nbsp;<\/i><\/p>\n<p>The importance of partnership is underlined in both New York Declaration to the Global Compact on Refugees (GCR). In line with the Principles of Partnership (Equality, Transparency, Results-Oriented Approach, Responsibility and Complementarity), partnering with a broader range of actors improves our collective ability to ensure better outcomes by combining and leveraging resources and methods. Partnership is not an end in itself but a means to maximize the impact our work has on protection, assistance and solutions, which contribute to improving the lives of refugees, host communities and more.<\/p>\n<p><a href=\"https:\/\/www.unhcr.org\/innovation\/connectivity-for-refugees\/\">Connectivity for Refugees<\/a> is an initiative by UNHCR\u2019s Innovation Service to ensure that displaced populations and communities that host them have the right, and the choice, to be part of a connected society, and have access to technology that enables them to build better futures for themselves, their families, and the world. Connectivity for Refugees formally started as an initiative by UNHCR Innovation Service in 2016 to develop a practical roadmap towards bridging the digital divide and connecting those who are currently not connected, ensuring that all refugees, regardless of age, gender and diversity, have the ability to fully participate in the digital revolution that is taking place globally.<\/p>\n<p>This year the Award wished to explore how to collectively improve efforts in two specific areas:<\/p>\n<ul>\n<li><b>Nontraditional and creative partnerships<\/b> that value inclusion and diversity, which are people-centered and community-based (Partnerships category)<\/li>\n<li><b>Inclusive efforts to address connectivity <\/b>challenges for displaced persons in a creative and novel way (Connectivity category)&nbsp;<\/li>\n<\/ul>\n<p>After review of the over 260 submissions received from an expert panel, the NGO Award Jury has selected this year\u2019s winners. A prize of USD 10,000 will be granted to each winner. The Award went to SINA Loketa, an organization that empowers youth to self-actualize in a Ugandan refugee camp, and Artemisszio, a foundation that is creating an inclusive community space in Hungary. The Award shows UNHCR\u2019s determination to innovate together with NGO partners.<\/em><\/p>\n<p><em>With the successful practice last year, the Partnership and Coordination Service (PCS), together with Innovation Service, is organizing the second NGO Innovation Award to further encourage innovation efforts of NGO partners.<\/em><\/p>\n<p>The importance of partnership is underlined in both New York Declaration to the Global Compact on Refugees (GCR). In line with the Principles of Partnership (Equality, Transparency, Results-Oriented Approach, Responsibility and Complementarity), partnering with a broader range of actors improves our collective ability to ensure better outcomes by combining and leveraging resources and methods. Partnership is not an end in itself but a means to maximize the impact our work has on protection, assistance and solutions, which contribute to improving the lives of refugees, host communities and more.<\/p>\n<p><a href=\"https:\/\/www.unhcr.org\/innovation\/connectivity-for-refugees\/\">Connectivity for Refugees<\/a> is an initiative by UNHCR\u2019s Innovation Service to ensure that displaced populations and communities that host them have the right, and the choice, to be part of a connected society, and have access to technology that enables them to build better futures for themselves, their families, and the world. Connectivity for Refugees formally started as an initiative by UNHCR Innovation Service in 2016 to develop a practical roadmap towards bridging the digital divide and connecting those who are currently not connected, ensuring that all refugees, regardless of age, gender and diversity, have the ability to fully participate in the digital revolution that is taking place globally.<\/p>\n<p>UNHCR believes that to harness the innovation efforts by all members of society, we need to include a wide range of colleagues, partners and Persons of Concern as well as host communities into our work &#8211; not forgetting the importance of cognitive diversity, race, ability and language.<\/p>\n<p>The objective for the Award 2019 is to explore how you can create or foster new kinds of inclusive partnerships and\/or connectivity solutions that include people in novel ways and thus improve the delivery of services to refugees, those who welcome them and beyond.<\/p>\n<p>[\/et_pb_text][et_pb_divider color=&#8221;#000000&#8243; _builder_version=&#8221;3.22.7&#8243; z_index_tablet=&#8221;500&#8243; global_colors_info=&#8221;{}&#8221;][\/et_pb_divider][et_pb_text _builder_version=&#8221;3.27.4&#8243; z_index_tablet=&#8221;500&#8243; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>We wish to explore with you how we can collectively improve our efforts in two specific areas:<\/p>\n<p><strong><u>Category \u201cPartnerships\u201d <\/u><\/strong><\/p>\n<p><strong>What we are looking for:<\/strong><\/p>\n<ul>\n<li><strong>Nontraditional and creative partnerships<\/strong> that value <strong>inclusion and diversity,<\/strong> which are people-centered and community-based;<\/li>\n<li>Solution-driven efforts<em>*<\/em> that introduce <strong>positive change <\/strong>in improving access to information and knowledge sharing.<\/li>\n<\/ul>\n<p><em>*These interventions can include resource mobilization, public-private partnership, data and evidence, storytelling and advocacy, Protection against sexual exploitation and abuse, humanitarian-development-peace nexus, etc.<\/em><\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Category \u201c<\/strong><\/span><strong><span style=\"text-decoration: underline;\">Connectivity\u201d<\/span> <\/strong><\/p>\n<p><strong>What we are looking for:<\/strong><\/p>\n<ul>\n<li>Demonstrated or proposed efforts that address connectivity challenges for displaced persons in a <strong>creative and novel way<\/strong>;<\/li>\n<li>Solutions that <strong>encourage inclusion<\/strong> and ensure that displaced people have <strong>the right and choice to be part of a connected society. <\/strong><\/li>\n<\/ul>\n<p>*<em>These interventions can include facility<\/em><em> connectivity (e.g. infrastructure, electricity, etc); digital connectivity (enhancing digital skills and literacy of Persons of Concern (PoCs), devices, applications, software); service connectivity (access to finance, mobile services, etc.); policy connectivity (overcoming legislations and policy barriers); institutional connectivity (mechanisms to provide channels for PoCs to stay connected).<\/em><\/p>\n<p>Shortlisting will take place based on a comprehensive technical review. After shortlisting, a jury composed of UNHCR and external partners will select the winners.<\/p>\n<p>Winners will be announced in the following categories:<\/p>\n<ul>\n<li>Winner in Category \u201cPartnership\u201d<\/li>\n<li>Winner in Category \u201cConnectivity\u201d<\/li>\n<\/ul>\n<p>A prize of USD 10,000 will be granted to each winner. One representative of each winning NGO will be invited to an award ceremony in Geneva, Switzerland (or another location).<\/p>\n<p><strong>Who is eligible to apply?<\/strong><\/p>\n<ul>\n<li>NGOs with a valid registration certificate in the country of operation.<\/li>\n<li>Proposed or ongoing project on:\n<ul>\n<li>Novel, inclusive partnerships;<\/li>\n<li>And\/or novel, inclusive connectivity solutions;<\/li>\n<li>You can apply to the award with a proposal you aim to work on or describe an ongoing project within 2019 (completed projects are not eligible for the Award);<\/li>\n<\/ul>\n<\/li>\n<li>NGOs that have the drive and interest to find new ways to solve challenges facing the humanitarian sector serving refugees. Applicants grant UNHCR the right to disseminate their work through knowledge\/awareness\/capacity-building activities globally.<\/p>\n<p>Award winners will receive a monetary prize. In order to receive the monetary prize, Award winners shall enter into contractual agreements with UNHCR, in line with UNHCR rules and regulations and any income tax regulations in the country of legal residence of the organization.
