For UNHCR field staff, engaging communities is usually an aspect of their day to day work and we see them nod along accordingly, even if they\u2019re not working on communicating with communities as a dedicated discipline. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Beyond the theories of accountability to affected populations, as we\u2019re going through some of the background, the nods start to turn to questioning looks as the reality of their field operation starts to supplant the theory. Of all the questions to emerge, it usually is synthesised down to one relatively straightforward one: \u2018Where do we start?\u2019. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Through this post, we intend to share some insight about how we approach this question within the UNHCR Innovation Service. We want to provide some tips and guidance for how you can start better understanding the information and communication needs of communities you\u2019re working with, drawing on a number of resources and tools from the wider humanitarian community. <\/span><\/p>\n<h2><b>Where to begin<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Often people have the presumption when we\u2019re supporting a field operation that our starting point is to bring in a load of gadgetry &#8211; cellphones, radios and of course some sort of game-changing \u2018app\u2019. This couldn\u2019t be further from the truth. Our innovation &#8216;process&#8217; starts with one basic premise: listen first. Before designing and testing solutions, and generally thinking &#8216;we know best&#8217;, we need to better understand how communities are accessing information, speaking with humanitarian responders and communicating with families and loved ones. We start with looking at their information and communication needs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The term \u2018information and communication needs\u2019 has been around for a while (Google\u2019s first record of the term is September 2012 referring to Internews\u2019 respective assessment in Zaatari camp, Jordan). It started as a term driven into mainstream humanitarian response by media development agencies. These agencies highlighted the importance of understanding information gaps, the prevalence or absence of different communication channels, levels of literacy, trust in different channels and more. By getting a grasp of this, it would be possible for humanitarian responders to ensure that people are receiving the timely, accurate and actionable information they need. Specific aspects of the history and ongoing development of the media and (tele)communications landscapes in a country &#8211; from telecoms market liberalisation to mechanisms protecting freedom of expression &#8211; \u00a0have a huge impact on the specific needs of communities and need to be taken into account. In recent years, the\u00a0<\/span><a href=\"http:\/\/www.cdacnetwork.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">CDAC Network<\/span><\/a><span style=\"font-weight: 400;\"> (building on the <\/span><a href=\"http:\/\/www.cdacnetwork.org\/i\/20140728102420-genh0\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">infoasaid<\/span><\/i><\/a><span style=\"font-weight: 400;\"> project) aimed to consolidate some of the practices together across two sets of resources:\u00a0<\/span><a href=\"http:\/\/www.cdacnetwork.org\/tools-and-resources\/media-landscape-guides\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Media Landscape Guides<\/span><\/a><span style=\"font-weight: 400;\"> and a joint project with <\/span><a href=\"https:\/\/www.acaps.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">ACAPS <\/span><\/a><span style=\"font-weight: 400;\">on <\/span><a href=\"http:\/\/www.cdacnetwork.org\/i\/20140721170540-7vd0o\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Understanding Information and communication Needs<\/span><\/a><span style=\"font-weight: 400;\"> that provide details on the type of questions to ask communities to develop an understanding of their needs, as well as process and considerations for undertaking an assessment.<\/span><\/p>\n<p><a href=\"https:\/\/www.internews.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Internews<\/span><\/a><span style=\"font-weight: 400;\"> and others have recently begun to utilise the broader terminology of \u2018Information Ecosystem\u2019 assessments more frequently which encompass both the review of the media and telecommunication landscape, alongside the specific information and communication needs of communities affected by crisis. It also encompasses a number of other aspects to provide a more holistic analysis of different facets of an information ecosystem. The advantage of this terminology is that it encapsulates the inextricable link between different information sources and needs, and how information can flow consistently within and amongst communities. Any impact on the ecosystem can have broader ramifications &#8211; from telecoms regulatory frameworks to how a specific community group is attempting to remotely communicate with humanitarian agencies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In May 2015, Internews released <\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/wp-content\/uploads\/2017\/10\/150513-Internews_WhyInformationMatters.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">\u2018Why information matters?\u2019<\/span><\/a><span style=\"font-weight: 400;\"> which aims to synthesise an understanding of Information and Communication Ecosystems in one core document &#8211; summarized in\u00a0<\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/wp-content\/uploads\/2017\/10\/Internews_Mapping_Information_Ecosystems_2015.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">this infographic<\/span><\/a><span style=\"font-weight: 400;\">. Before getting into the nitty-gritty of undertaking an assessment, we\u2019d highly recommend reading this publication. Also, take a look at a number of the different guides &#8211; like the aforementioned CDAC Network resources &#8211; and assessments produced by different media development agencies and other humanitarian actors. Here is a selection of example reports from Internews, BBC Media Action, and International Media Support respectively:<\/span><\/p>\n<ul>\n<li><a href=\"https:\/\/www.internews.org\/resource\/ukraine-trapped-propaganda-war-abandoned-frustrated-stigmatized\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Ukraine: Trapped in a Propaganda War. Stigmatized<\/span><\/a><\/li>\n<li><a href=\"http:\/\/www.bbc.co.uk\/mediaaction\/publications-and-resources\/research\/reports\/africa\/sierra-leone\/mobile-audiences\" target=\"_blank\" rel=\"noopener noreferrer\">Communication in Sierra Leone: an analysis of media and mobile audiences<\/a><\/li>\n<li><a href=\"https:\/\/www.mediasupport.org\/publication\/humanitarian-communication-needs-assessment-in-dadaab-kenya\/\" target=\"_blank\" rel=\"noopener noreferrer\">Humanitarian communication needs assessment in Dadaab, Kenya<\/a><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">UNHCR also has assessments available online, including\u00a0<\/span><a href=\"http:\/\/data2.unhcr.org\/en\/documents\/details\/47354\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">this assessment<\/span><\/a><span style=\"font-weight: 400;\"> from fYR of Macedonia during the Mediterranean refugee crisis. There are also inter-agency assessments such as <\/span><a href=\"http:\/\/www.alnap.org\/resource\/20642\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Understanding the Information and Communication Needs among IDPs in Northern Iraq<\/span><\/a><span style=\"font-weight: 400;\"> which benefit from ensuring that the assessment outcomes are taken on board by different agencies and better incorporated across inter-agency humanitarian response programming.<\/span><\/p>\n<h2><b>Starting behind a desk<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">It sounds silly, but when reviewing the media and telecommunications landscape a good place to start is the &#8216;big G&#8217; &#8211; Google. Reinventing the wheel can be a big risk when it comes to looking at media and telecommunications landscapes &#8211; but thankfully the internet can help us avoid much of that. By having a little knowledge of where to look and what to search for, you can build some parameters for a secondary desk review of a media\/telecoms landscape within the best part of an afternoon. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Websites of organisations such as <\/span><a href=\"https:\/\/freedomhouse.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Freedom House<\/span><\/a><span style=\"font-weight: 400;\"> and the aforementioned media development agencies can provide vital information around the liberalisation of media, freedom of expression and government ownership\/control of media and telecommunications networks. The CDAC Network&#8217;s resources list also includes a wealth of information. Beyond this, Wikipedia hosts, for instance, a list of the <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_telecommunications_regulatory_bodies\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">list of telecoms regulatory authorities<\/span><\/a><span style=\"font-weight: 400;\"> with links to their websites. While not always comprehensive, these websites of national telecommunications regulators can contain important information such as costs of FM radio transmission licences, and potentially support for the roll-out of rural connectivity, i.e. through universal access funds promoting rural connectivity. It\u2019s usually worth spending some time reading through them! This research can be complemented by discussions with relevant actors including Mobile Network Operators, Media agencies, and regulators to discuss the specific issues and challenges each party faces in-country. More detail on different considerations for this are included as part of the\u00a0<\/span><a href=\"http:\/\/www.cdacnetwork.org\/i\/20140721170540-7vd0o\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">CDAC Network\/ACAPS quick and easy guide<\/span><\/a><span style=\"font-weight: 400;\"> to information needs assessments.\u00a0<\/span><span style=\"font-weight: 400;\">In sum, this desk review and discussion with the relevant organisations and individuals at country level will help determine the parameters for the questions to be explored with communities themselves.<\/span><\/p>\n<h2><b>Understanding information and communication needs of communities<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">When you\u2019ve developed a reasonable understanding of the information ecosystem\/media and telecoms landscape, it\u2019s a good time to go out and start pro-actively listening to communities. Despite there being numerous resources from a number of agencies around this, there is (to our knowledge) only one purpose-built guide that has been created on assessment modalities themselves &#8211; <\/span><a href=\"http:\/\/www.cdacnetwork.org\/i\/20140721170540-7vd0o\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">the CDAC Network\/ACAPS guide.<\/span><\/a><span style=\"font-weight: 400;\"> If we unpack this a bit, the guide is framed as a series of considerations at different stages of an emergency\/crisis response cycle, i.e. the first 72 hours, the first two weeks etc. It then elaborates a concise number of questions &#8211; 5 in total &#8211; that could be part of a more formal assessment. Additionally, the tool is currently available in PDF format only.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In general, this CDAC Network tool &#8211; supported by its members &#8211; has gone a long way to promoting the use of Information and Communication needs assessments and has supported many different actors including community-based organisations to develop their own assessments. Nonetheless, feedback from UNHCR staff has pointed to the need for further concrete guidance in helping staff extensively outline areas for enquiry, formulate appropriate questions, and technically facilitate mobile data collection making for more robust analysis of data. Before conducting your own assessment, it is worth thinking through how the findings of such an assessment can be disseminated appropriately through the response community &#8211; particularly with key decision makers. Is a comprehensive report required? A two-page summary? A dashboard full of graphs and charts? Every response operates differently so it is worth thinking about the most appropriate output. Regardless of what is decided though, it is clear that robust data is needed to ensure we&#8217;re not simply being anecdotal or sensationalist in our assessment. This is why we encourage a move towards more robust and structured data collection using tools such as <a href=\"http:\/\/www.kobotoolbox.org\" target=\"_blank\" rel=\"noopener noreferrer\">Kobo Toolbox<\/a>\u00a0which can be run off even the most basic smartphones and tablets.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Given this move, we\u2019ve re-worked the 5 questions from the CDAC \/ ACAPS tool this into an XLSForm for download <\/span><a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1K5VQPdJvP_NgIUZf5nsBOj2ftmcXAuWmYvN-4LaWkTQ\/edit?usp=sharing\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">here<\/span><\/a>\u00a0&#8211; this is compatible with mobile data collection tools<span style=\"font-weight: 400;\">. W<\/span><span style=\"font-weight: 400;\">hile not wanting to reinvent the wheel, the UNHCR Innovation Service recognised that a broader, flexible and adaptable tool is needed to help field teams get started with their assessments. We\u2019ve created a new tool:\u00a0<\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/information-and-communication-needs-tool\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">\u2018Information and Communications Needs Assessment Tool\u2019.<\/span><\/a><span style=\"font-weight: 400;\"> This provides a bank of questions for those looking to create their own information and communication needs assessments. We&#8217;ve also created associated guidance videos that demonstrate how you can get your own assessment deployed on a mobile data collection platform in a matter minutes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More details on the tool and what it offers are available on the <a href=\"https:\/\/www.unhcr.org\/innovation\/information-and-communication-needs-tool\/\" target=\"_blank\" rel=\"noopener noreferrer\">tool\u2019s page<\/a> itself. Essentially, we want to open the tool up and maintain it as a living document that is updated regularly. In recent years the\u00a0<\/span><a href=\"http:\/\/www.cdacnetwork.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">CDAC Network<\/span><\/a><span style=\"font-weight: 400;\"> (and also the <\/span><a href=\"http:\/\/www.cdacnetwork.org\/i\/20140728102420-genh0\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">infoasaid<\/span><\/i><\/a><span style=\"font-weight: 400;\"> project) aimed to consolidate some of the practices together across two sets of resources on <\/span><a href=\"http:\/\/www.cdacnetwork.org\/tools-and-resources\/media-landscape-guides\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Media Landscape Guides<\/span><\/a><span style=\"font-weight: 400;\"> and a joint project with <\/span><a href=\"https:\/\/www.acaps.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ACAPS <\/span><\/a><span style=\"font-weight: 400;\">on <\/span><a href=\"http:\/\/www.cdacnetwork.org\/i\/20140721170540-7vd0o\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Understanding Information and communication Needs<\/span><\/a><span style=\"font-weight: 400;\"> that provided greater detail on the type of questions to ask communities to develop an understanding of their needs, as well as process and considerations for undertaking an assessment.<\/span>\r\n\r\n<a href=\"https:\/\/www.internews.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Internews<\/span><\/a><span style=\"font-weight: 400;\"> and other organisations have since adopted broader terminology of \u2018Information Ecosystem\u2019 assessments which encompass both the review of the media and telecommunication landscape, alongside the specific information and communication needs of communities affected by crisis. It also encompasses a number of other aspects that sum to provide a more holistic analysis of all different facets of an information ecosystem. The advantage of this terminology is that it encapsulates the inextricable link between different information sources and needs, and how information can flow consistently within and amongst communities. Any impact on the ecosystem can have broader ramifications from telecoms regulatory frameworks to how a specific community group is attempting to remotely communicate with humanitarian agencies.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">In May 2015, Internews released <\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/wp-content\/uploads\/2017\/10\/150513-Internews_WhyInformationMatters.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u2018Why information matters?\u2019<\/span><\/a><span style=\"font-weight: 400;\"> which aims to synthesise an understanding Information and Communication Ecosystems in one core document alongside <\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/wp-content\/uploads\/2017\/10\/Internews_Mapping_Information_Ecosystems_2015.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">this infographic<\/span><\/a><span style=\"font-weight: 400;\">. Before getting into the nitty-gritty of undertaking an assessment, we\u2019d highly recommend reading this publication, and taking a look at a number of the different guides - like the aforementioned CDAC Network resources - and assessments produced by different media development agencies, and also by humanitarian actors. Here is a selection of example reports from Internews, BBC Media Action, and International Media Support respectively:<\/span>\r\n<ul>\r\n \t<li><a href=\"https:\/\/www.internews.org\/resource\/ukraine-trapped-propaganda-war-abandoned-frustrated-stigmatized\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ukraine: Trapped in a Propaganda War. Abandoned. Frustrated. Stigmatized<\/span><\/a><\/li>\r\n \t<li><a href=\"http:\/\/www.bbc.co.uk\/mediaaction\/publications-and-resources\/research\/reports\/africa\/sierra-leone\/mobile-audiences\" target=\"_blank\" rel=\"noopener\">Communication in Sierra Leone: an analysis of media and mobile audiences<\/a><\/li>\r\n \t<li><a href=\"https:\/\/www.mediasupport.org\/publication\/humanitarian-communication-needs-assessment-in-dadaab-kenya\/\" target=\"_blank\" rel=\"noopener\">Humanitarian communication needs assessment in Dadaab, Kenya<\/a><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">UNHCR also has assessments available online such as <\/span><a href=\"http:\/\/data2.unhcr.org\/en\/documents\/details\/47354\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">this assessment<\/span><\/a><span style=\"font-weight: 400;\"> from fYR of Macedonia during the Mediterranean refugee crisis. There are also inter-agency assessments such as <\/span><a href=\"http:\/\/www.alnap.org\/resource\/20642\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Understanding the Information and Communication Needs among IDPs in Northern Iraq<\/span><\/a><span style=\"font-weight: 400;\"> which benefit from ensuring that the outcomes of the assessment are taken on board by all the different agencies and better incorporated across inter-agency humanitarian response programming.<\/span>\r\n<h2><b>Starting behind a desk<\/b><\/h2>\r\n<span style=\"font-weight: 400;\">Sounds silly, but for reviewing the media and telecommunications landscape a good place to start is the big G - Google. The reinvention of the wheel can be a big risk when it comes to looking at media and telecommunications landscapes but thankfully the internet can help us avoid some of that. By having a little knowledge of where to look and what to search for, you can build some parameters for a secondary desk review of a media\/telecoms landscape within the best part of an afternoon. <\/span>\r\n\r\n<span style=\"font-weight: 400;\">Websites of organisations such as <\/span><a href=\"https:\/\/freedomhouse.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Freedom House<\/span><\/a><span style=\"font-weight: 400;\"> and the aforementioned media development agencies can provide vital information around the liberalisation of media, freedom of expression and government ownership\/control of media and telecommunications networks. The CDAC Network's resources list also includes a wealth of information. Beyond this, Wikipedia hosts, for instance, a list of the <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_telecommunications_regulatory_bodies\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">list of telecoms regulatory authorities<\/span><\/a><span style=\"font-weight: 400;\"> with links to their websites. While not always comprehensive, these websites of national telecommunications regulators can contain important information such as costs of FM radio transmission licences, and potentially support for the roll-out of rural connectivity, i.e. through universal access funds promoting rural connectivity, so it\u2019s usually worth spending some time delving through them. This can be complemented by discussions with relevant actors including Mobile Network Operators, Media agencies, and regulators directly to hear about the specific issues and challenges each respective party faces in-country. More detail on different considerations for this are included as part of the\u00a0<\/span><a href=\"http:\/\/www.cdacnetwork.org\/i\/20140721170540-7vd0o\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">CDAC Network\/ACAPS quick and easy guide<\/span><\/a><span style=\"font-weight: 400;\"> to information needs assessments.\u00a0<\/span><span style=\"font-weight: 400;\">In sum, this desk review and probing with the relevant organisations and individuals at country level will help determine the parameters for the questions to be explored with communities themselves.<\/span>\r\n<h2><b>Understanding information and communication needs of communities<\/b><\/h2>\r\n<span style=\"font-weight: 400;\">When you\u2019ve developed a pretty reasonable understanding of the information ecosystem\/media and telecoms landscape, it\u2019s a good time to go out and start pro-actively listening to communities. Despite there being numerous resources from a number of agencies around this, there is to our knowledge only one purpose-built guide that has been created around the assessment modalities themselves - <\/span><a href=\"http:\/\/www.cdacnetwork.org\/i\/20140721170540-7vd0o\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">the CDAC Network\/ACAPS guide.<\/span><\/a><span style=\"font-weight: 400;\"> If we unpack this a bit, the guide is framed as a series of considerations at different stages of an emergency\/crisis response cycle, i.e. the first 72 hours, the first two weeks etc. It then elaborates a concise number of questions - 5 in total - that could be part of a more formal assessment. Additionally, the tool is currently available in PDF format only.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">In general, this CDAC Network tool - supported by its members - has gone a long way to promoting the use of Information and Communication needs assessments and has supported many different actors including community-based organisations to develop their own assessments. Nonetheless, feedback from UNHCR staff has pointed to the need for further concrete guidance in helping staff extensively outline areas for enquiry, formulate appropriate questions, and technically facilitate mobile data collection making for more robust analysis of data. Before conducting your own assessment, it is worth thinking through how the findings of such an assessment can be disseminated appropriately through the response community - particularly with key decision makers. Is a comprehensive report required? A two-page summary? A dashboard full of graphs and charts? Every response operates differently so it is worth thinking about the most appropriate output. Regardless of what is decided though, it is clear that robust data is needed to ensure we're not simply being anecdotal or sensationalist in our assessment. This is why we encourage a move towards more robust and structured data collection using tools such as <a href=\"http:\/\/www.kobotoolbox.org\" target=\"_blank\" rel=\"noopener\">Kobo Toolbox<\/a>\u00a0which can be run off even the most basic smartphones and tablets.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Given this move, we\u2019ve re-worked the 5 questions from the CDAC \/ ACAPS tool this into an XLSForm for download <\/span><a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1K5VQPdJvP_NgIUZf5nsBOj2ftmcXAuWmYvN-4LaWkTQ\/edit?usp=sharing\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">here<\/span><\/a>\u00a0that is compatible with these mobile data collection tools<span style=\"font-weight: 400;\">.\u00a0<\/span><span style=\"font-weight: 400;\">But while not wanting to reinvent the wheel, UNHCR Innovation Service recognised that a broader and more flexible and adaptable tool is needed to help field teams get started with undertaking these assessments. Accordingly, we\u2019ve created a new tool:\u00a0<\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/information-and-communication-needs-tool\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u2018Information and Communications Needs Assessment Tool\u2019.<\/span><\/a><span style=\"font-weight: 400;\"> The tool provides a bank of questions for those looking to create their own information and communication needs assessments, and associated guidance videos that demonstrate how you can get your own assessment deployed on a mobile data collection platform in a matter minutes.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">More details about what the tool is and what it offers are available on the <a href=\"https:\/\/www.unhcr.org\/innovation\/information-and-communication-needs-tool\/\" target=\"_blank\" rel=\"noopener\">tool\u2019s page<\/a> itself, but essentially we\u2019re trying to open the entire thing up and maintain it as a living document that gets updated regularly. As such, it won\u2019t be perfect straight out the gate; over time we want to include more languages, types of questions for different target questions etc. and welcome any suggestions about things we can add, improve or change so please <\/span><a href=\"http:\/\/unhcr.org\/innovation\/rate-us\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">let us know.<\/span><\/a><span style=\"font-weight: 400;\"> We\u2019d also love to see examples of assessments you\u2019ve undertaken.
