Time moves quickly, eh? With the advent of <\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/www.unhcr.org\/innovation\/chatbots-in-humanitarian-settings-revolutionary-a-fad-or-something-inbetween\/\"><span style=\"font-weight: 400;\">chatbots <\/span><\/a><span style=\"font-weight: 400;\">and <\/span><a href=\"https:\/\/www.icrc.org\/en\/publication\/humanitarian-futures-messaging-apps\"><span style=\"font-weight: 400;\">messaging apps<\/span><\/a><span style=\"font-weight: 400;\">, using &#8216;plain old&#8217; SMS seems relatively stone-age. Yet, in many communities where UNHCR works, mobile phones are one of the most prevalent and preferred channels of communication. Despite the wealth of software, products and services available &#8211; and the case studies demonstrating how SMS technology can be used &#8211; it still isn&#8217;t a &#8216;given&#8217; that such services will exist or even be considered in different humanitarian contexts.<\/span> <span style=\"font-weight: 400;\">With this blog post, we&#8217;re trying to unpack and address the challenges of using SMS in humanitarian contexts. We&#8217;ve taken some of the best offerings available and demonstrate how you can set up a two-way SMS system within a matter of minutes.<\/span><span style=\"font-size: 19px;\">&nbsp;<\/span><\/p>\n<h4>Can&#8217;t I just use my mobile phone?<\/h4>\n<p><span style=\"font-weight: 400;\">This isn&#8217;t as crazy a suggestion as it might sound &#8211; and should really be <g class=\"gr_ gr_44 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar multiReplace\" id=\"44\" data-gr-id=\"44\">a first<\/g> consideration once you&#8217;ve <\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/information-and-communication-needs-tool\/\"><span style=\"font-weight: 400;\">established that SMS is a preferred channel within a community<\/span><\/a><span style=\"font-weight: 400;\">. Actually, many field staff are using their own phones daily to contact different community groups or vulnerable individuals who need dedicated support. There is nothing hugely different between using a personal device and a <g class=\"gr_ gr_33 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del\" id=\"33\" data-gr-id=\"33\">bell-and-whistles<\/g> platform for managing SMS &#8211; just that the latter is built for scale, and comes with some extra features.<\/span> <span style=\"font-weight: 400;\">Just as a middle-of-the-road cellphone allows you to create a contact list (and modern smartphones even facilitate the creation of groups), dedicated software for sending SMS messages en-masse contains specific functionality that facilitates working with a large number of contacts. Try sending 10,000 messages from your smartphone. Tricky right? Other than getting airtime for such a large number of messages, this would be very difficult to do using only your own handset. This is where software for managing SMS communications helps.&nbsp;<\/span> <span style=\"font-weight: 400;\">There&rsquo;s been a wave of opportunities in recent years in terms of using SMS to communicate with communities or clients. Some have been driven forward by the aid and development sector, others have emerged out of commercial customer service in private enterprise. Within the private sector, there are often local companies\/organisations <\/span><span style=\"font-weight: 400;\">that provide either products or services for managing SMS engagement with customers&nbsp;<\/span><span style=\"font-size: 19px; background-color: #ffffff;\">(in Uganda UNHCR has worked with&nbsp;<\/span><a style=\"font-size: 19px; background-color: #ffffff;\" href=\"https:\/\/smsone.co.ug\/\"><span style=\"font-size: 19px;\">SMS One<\/span><\/a><span style=\"font-size: 19px; background-color: #ffffff;\">&nbsp;for example)<\/span><span style=\"font-size: 19px;\">. While there&rsquo;s simply too many of these to list here, your best approach when researching options for SMS services is to look for local providers in <g class=\"gr_ gr_43 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar only-ins replaceWithoutSep\" id=\"43\" data-gr-id=\"43\">country<\/g>. In respect to commercial products, there are some like&nbsp;<\/span><a style=\"font-size: 19px;\" href=\"https:\/\/www.bulksms.com\/products\/bulksms-text-messenger.htm\">Bulk SMS<\/a><span style=\"font-size: 19px;\">&nbsp;and others that come at a cost.&nbsp;As such we generally prefer options designed around humanitarian\/development use cases &#8211; these often have open-source, free or favourable pricing models.<\/span> <span style=\"font-weight: 400;\">Within the aid and development sector, some products use defined parameters for sending\/receiving information such as <\/span><a href=\"https:\/\/ureport.in\/\"><span style=\"font-weight: 400;\">U-Report<\/span><\/a><span style=\"font-weight: 400;\"> developed by UNICEF. There are a number of service providers that provide software services to manage SMS in\/out such as <\/span><a href=\"https:\/\/viamo.io\/\"><span style=\"font-weight: 400;\">Viamo<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.votomobile.org\/\"><span style=\"font-weight: 400;\">RapidSMS<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/sms.envaya.org\/how\/\"><span style=\"font-weight: 400;\">Envaya<\/span><\/a><span style=\"font-weight: 400;\">&nbsp;(and <g class=\"gr_ gr_59 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar multiReplace\" id=\"59\" data-gr-id=\"59\">many<\/g> more to choose from). <\/span><\/p>\n<p class=\"\"><span style=\"font-weight: 400;\">Previously, UNHCR Innovation has tried to operationalise two-way SMS through the creation of a dedicated project: <\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/integrated-communications-strategy-a-collaborative-experience-in-costa-rica\/\"><span style=\"font-weight: 400;\">&#8216;Ascend&#8217;<\/span><\/a><span style=\"font-weight: 400;\">. Because of our investment here, and our collaboration with FrontlineSMS \/ SIMLab as part of the <a href=\"http:\/\/www.cdacnetwork.org\">CDAC Network<\/a>, we&rsquo;re often inclined to use FrontlineSMS given its simplicity, ease-of-use and low barriers to entry for our field operations (we demonstrate this in our video below). But as always, check your specific requirements to ensure that the solution on the table fits your needs. Read more in <\/span><a href=\"https:\/\/www.unhcr.org\/innovation\/six-steps-for-adapting-your-design-solutions-to-the-right-context\/\"><span style=\"font-weight: 400;\">this blog<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;Text&#8221; _builder_version=&#8221;3.0.51&#8243;]<\/p>\n<h4>Web Aggregators<\/h4>\n<p><span style=\"font-weight: 400;\">There&#8217;s a lot of noise currently about how web-aggregator services such as <a href=\"http:\/\/www.twilio.com\">Twilio<\/a> and <a href=\"http:\/\/www.nexmo.com\">Nexmo<\/a> are revolutionising the way companies, and organisations are communicating. But what actually are they and what do they do? From the Twilio website: <\/span><i><span style=\"font-weight: 400;\">&#8220;Simply put, Twilio is a developer platform for communications. Software teams use Twilio API to add capabilities like voice, video, and messaging to their applications&#8230;.Behind Twilio API is a Super Network, a software layer that connects and optimizes communications networks around the world&#8221;<\/span><\/i> <span style=\"font-weight: 400;\">Essentially what this means is that Twilio (and their competitors) are working with Mobile Network Operators, and other communications providers, to wrap potential communication options in an interface which web developers can speak to and work with. Rather than your organisation going out and brokering these different relationships with every company, you can rely on the web aggregators to do this. These aggregators are consistently brokering relationships with thousands of wireless carriers globally. Sounds great? It has the potential to be, but in many of the countries where UNHCR is operating, there are limitations to the services they currently provide.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From scanning through the geographical options on some of the major aggregation platforms, there are very few countries in Africa and the Middle East in which two-way SMS is supported. To move away from one-way messaging towards building <g class=\"gr_ gr_30 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar only-ins doubleReplace replaceWithoutSep\" id=\"30\" data-gr-id=\"30\">substantive<\/g> dialogue with communities the option of inbound messaging is a critical feature. This can only be implemented by using a local number and working with local operators directly. In some countries where we work, the telecommunications sectors haven&#8217;t gone through a liberalisation process and there are quite a few restrictions in place. As these aggregation services develop, their reach will broaden. The ecosystem of aggregators will develop, bringing new countries into their scope each year. For now, in the majority of humanitarian situations, you&#8217;ll most likely be better off working with Mobile Network Operators directly and with conveners such as the <\/span><a href=\"https:\/\/www.gsma.com\/mobilefordevelopment\/\"><span style=\"font-weight: 400;\">GSMA<\/span><\/a><span style=\"font-weight: 400;\">. <a href=\"http:\/\/www.frontlinesms.com\">FrontlineSMS<\/a> has actually put together a handy&nbsp;<\/span><a href=\"https:\/\/frontlinecloud.zendesk.com\/hc\/en-us\/articles\/208117273-Why-use-a-web-hosted-SMS-aggregator-service-and-when-should-I-use-an-Android-phone-\"><span style=\"font-weight: 400;\">pro\/con guide<\/span><\/a><span style=\"font-weight: 400;\"> on this to review before you choose your approach.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><\/span><\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/www.unhcr.org\/innovation\/wp-content\/uploads\/2016\/10\/RefugeeTechnologyApps2.jpg&#8221; admin_label=&#8221;Image&#8221; _builder_version=&#8221;3.0.51&#8243;][\/et_pb_image][et_pb_text admin_label=&#8221;Text&#8221; _builder_version=&#8221;3.0.51&#8243;]<\/p>\n<h4><\/h4>\n<h4>OK, let&#8217;s do this.<\/h4>\n<p><span style=\"font-weight: 400;\">So now we&#8217;ve established that SMS is a channel our community is using, understand our requirements, and have done our background research on tools, We&#8217;ll now get started with sending SMS out to the community. As mentioned above we&rsquo;ve spent more time working with FrontlineSMS than other tools &#8211; and are quite a fan of their <\/span><a href=\"http:\/\/www.frontlinesms.com\/technologies\/download\/\"><span style=\"font-weight: 400;\">free desktop app<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; so we&rsquo;re going to show you how you can get started with this technology in this post.<\/span><\/p>\n<h4>The right tools for the job.<\/h4>\n<p><span style=\"font-weight: 400;\">In terms of hardware, the requirements are pretty bare-bones for FrontlineSMS. A computer (and it doesn&rsquo;t have to be a good one &#8211; basically with access to the internet, and an updated operating system and web browser) and a relatively new Android smartphone should do the trick. And of course SIM cards as applicable. You might also want to send messages using multiple networks (different MNOs) which would require more SIM cards, and of course more phones.<\/span> <span style=\"font-weight: 400;\">In terms of software, you can download the&nbsp;<\/span><a href=\"http:\/\/www.frontlinesms.com\/technologies\/download\/\"><span style=\"font-weight: 400;\">Frontline SMS desktop app <\/span><\/a><span style=\"font-weight: 400;\">for your operating system. On the Android device, you&rsquo;ll want to download the dedicated FrontlineSync App; this builds the bridge between the phone \/ SMS functions and the computer.<\/span> <span style=\"font-weight: 400;\">For those adamant in making things tricky for <g class=\"gr_ gr_31 gr-alert gr_gramm gr_inline_cards gr_run_anim Punctuation only-ins replaceWithoutSep\" id=\"31\" data-gr-id=\"31\">themselves<\/g> you can try using a USB modem<\/span><span style=\"font-weight: 400;\">. We had some compatibility issues with a USB modem we&#8217;d attempted to use for FrontlineSMS. The protocol for connecting the modems is based on an old technology (serial port), the modem needs to be using this technology to be recognised. This wasn&#8217;t the case with our E3533 and as <g class=\"gr_ gr_33 gr-alert gr_gramm gr_inline_cards gr_run_anim Punctuation only-ins replaceWithoutSep\" id=\"33\" data-gr-id=\"33\">such<\/g> we were unsuccessful in using it. There are actually <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=K3E3JueEOrw\"><span style=\"font-weight: 400;\">guides on how to change the protocol on such a modem to Serial<\/span><\/a><span style=\"font-weight: 400;\"> that can function as a workaround. Our friends in the <\/span><a href=\"https:\/\/www.facebook.com\/pg\/ctenuganda\/about\/\"><span style=\"font-weight: 400;\">Community Technology Empowerment Network<\/span><\/a><span style=\"font-weight: 400;\"> in Uganda also ran into issues with USB modems being unpredictably recognised. They found the connection with FrontlineSync really straightforward. They&rsquo;ve recorded the above videos that help you get started quickly &#8211; in both English and French. The videos focus on setting up the paid-for FrontlineCloud with FrontlineSync, or Frontline Desktop with a USB Modem (see above). From our experience we&#8217;ve found that a common &#8216;use case&#8217; is to use Frontline Desktop with <\/span><a href=\"https:\/\/play.google.com\/store\/apps\/details?id=com.simlab.frontlinesync&amp;hl=en\"><span style=\"font-weight: 400;\">FrontlineSync<\/span><\/a><span style=\"font-weight: 400;\">&nbsp;&#8211; we want to detail this set-up to make this as easy as possible for you. FrontlineSMS have their <\/span><a href=\"https:\/\/frontlinecloud.zendesk.com\/hc\/en-us\/articles\/208115673-Creating-a-FrontlineSync-connection-on-FrontlineSMS\"><span style=\"font-weight: 400;\">guide on how to do this available here<\/span><\/a>, we&#8217;ve also detailed&nbsp;<span style=\"font-weight: 400;\">the basics in 4 easy steps, along with the video at the end of this article.<\/span><\/p>\n<p><b>1. Download and setting up Frontline SMS Desktop and FrontlineSync Android App<\/b> <span style=\"font-weight: 400;\">The software setup is as simple as downloading the desktop app <\/span><a href=\"http:\/\/www.frontlinesms.com\/technologies\/download\/\"><span style=\"font-weight: 400;\">here.&nbsp;<\/span><\/a><span style=\"font-weight: 400;\">Also, on your Android device (with the right SIM card) downloading the Frontline Sync App from the Play store <\/span><a href=\"https:\/\/play.google.com\/store\/apps\/details?id=com.simlab.frontlinesync&amp;hl=en\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400;\">. Follow the step-by-step instructions of the installer package.<\/span><\/p>\n<p><b>2. You need to enter three pieces of information. Firstly, it would be a good move to ask your IT system administrator whether you have a static IP address established as this will ensure your connection doesn&#8217;t drop if\/when your IP changes. To find out your IP address on a Windows machine open up &lsquo;Command Prompt&rsquo; (search or look under &#8216;Windows System&#8217; in Windows 10, and input &lsquo;<g class=\"gr_ gr_39 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling\" id=\"39\" data-gr-id=\"39\">ipconfig<\/g>&rsquo;). This will give you the IP address of your machine as per the below image.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-26279\" src=\"https:\/\/www.unhcr.org\/innovation\/wp-content\/uploads\/2017\/10\/ipaddress.png\" alt=\"\" width=\"458\" height=\"122\" \/><\/p>\n<p>Once connected you will see a literal green light, noting that everything is working as it should. Prepare your Contacts<\/strong> With the connection established, the first step is to bring contacts into the system before sending messages. While you can add contacts one by one, the easiest way is to go to the &#8220;People&#8221; tab and import contacts from an Excel (or other spreadsheet) file. By doing this, you can send messages to specific groups for different purposes.<\/p>\n<p><strong>4. Send messages<\/strong> Once you have uploaded your contacts and created one or many groups as necessary, the screen immediately gives you the option to &#8220;Send SMS&#8221;. A tab will open up. Here you can select individual contacts, groups or a combination. Then you can input your message and include what the system notes as &#8216;dynamic variables&#8217; by using the magic wand.
