I\u2019m addressing the challenge of how to sustain a two-way communication between UNHCR and\u00a0refugees\u00a0without\u00a0facing the challenge of \u201closing contact\u201d.<\/p><\/blockquote>\n

Contact is lost and communication stops when refugees change their phone numbers \u2013 mostly because a number expires, as they cannot purchase credit. Contact is also lost when refugees leave their last known address, which happens when\u00a0families move locations to live with their relatives\u00a0or to pursue\u00a0work opportunities.\u00a0, and many other reasons.\u00a0UNHCR thus loses contact with at least\u00a0500 families every month.\u00a0Many\u00a0of them are cash assistance beneficiaries or families who\u00a0have been selected to receive assistance for the first time; they may be eligibile\u00a0for health services,\u00a0or a\u00a0resettlement interview\u00a0has been scheduled.<\/p>\n

In such cases, UNHCR will not be able to contact them\u00a0easily and only in rare cases manages to recover their contact details by strenuous and time-consuming outreach efforts.\u00a0SMS service announcements and mass information campaigns will equally not reach them any longer.<\/p>\n

UNHCR has developed a product \u2013 called the \u201cUNHCR SIM\u201d\u00a0\u00a0– which\u00a0will\u00a0have an emergency call or emergency SMS function that will work irrespective of whether credit is on the phone or not.\u00a0I will leverage this product in order to enhance and stabilize a two-way communication between UNHCR and refugees by integrating it with other services and frameworks, including but not limited to referral systems.<\/p>\n","protected":false},"excerpt":{"rendered":"
