The purpose of frame agreements between UNHCR and its suppliers is to set out the terms and conditions governing contracts to be awarded during a specific period, particularly with regard to items, price, quality, quantity, and delivery. These fixed-term (usually 3-5 years) agreements are normally forged after an open international tender. They ensure that UNHCR can quickly place orders for its needs at fixed prices, but do not guarantee that the agency will buy a minimum or maximum amount of goods during the duration of the agreement. UNHCR’s frame agreements are non-exclusive.
