UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. Every year, millions of women, men and children are forced to flee their homes to escape conflict and persecution.
- Since May 2021, Lithuania has faced a significant increase of arrivals of asylum-seekers and migrants coming through Belarus. Some 4,200 persons have been placed in closed accommodation facilities. Over 90% applied for asylum. It is expected that as of 15 December, 5-6 accommodation sites will be operational.
- UNHCR has a relatively small presence in Lithuania through its Liaison Office in Vilnius. The Senior Field Associate will support the Office with a range of protection monitoring activities (reception conditions, situation at the border, protection of vulnerable groups) to strengthen the reception system and improve accommodation conditions, with particular attention to vulnerable groups. If the situation allows, the Senior Field Associate will regularly visit border areas to monitor movements of people, accommodation sites and communicate with persons of concern, NGO partners, and relevant authorities to identify protection problems and risks and ensure effective follow-up on specific protection problems and needs. The Senior Field Associate will also be actively engaged in and support with needs assessments, participatory assessments, communication with communities, and other protection activities.
- The Senior Field Associate will work under supervision of the Associate Legal Officer and will be based in Vilnius. Considering the current operational needs, knowledge of information and data management, as well as experience with data collection and analysis tools are an asset.
- The Senior Field Associate will provide temporary support in Lithuania, initially for a period of 6 months and subject to extension until the end of 2022.
