Contract Type: Temporary Appointment 

Duration: until 31 December 2022

Operational Context 

UNHCR, the UN Refugee Agency is a global organization protecting people forced to flee their homes because of conflict and persecution. We work in over 130 countries, helping millions of people with life-saving support, safeguarding fundamental human rights, and helping them build a better future (see www.unhcr.org). 

Since 24 February 2022 Lithuania has received a significant number of refugees from Ukraine and is offering remarkable reception and support to them. As of 01 May, over 52,000 Ukrainian refugees are in Lithuania and more refugees continue to arrive. UNHCR has increased resources for engagement in coordination, child protection, capacity development for the prevention of trafficking and mental health support, provision of legal aid, and strengthening of communication with communities. 

 

Organizational setting and Responsibilities 

UNHCR has a Liaison Office in Lithuania with one international and three national staff. The Liaison Office reports to the UNHCR Representation for the Nordic and Baltic Countries (RNB) located in Stockholm, Sweden. UNHCR assists asylum-seekers, refugees, and stateless persons through partnerships with non-governmental organizations (NGO).  

The Senior Field Associate will be based in Vilnius, Lithuania. The Senior Field Associate will work under supervision of the Community-based Protection Officer and perform field activities to monitor the situation with persons of concern to UNHCR, identify needs and protection issues of asylum-seekers, refugees and stateless persons, and seek sustainable solutions to their problems. The Senior Field Associate will undertake regular visits to various reception sites, registration facilities and accommodation centers to assess needs of persons of concern, with particular attention to vulnerable groups. To ensure the involvement of persons of concern in decision-making that affect them, the incumbent will need to build and maintain effective interfaces with refugee communities, local authorities and NGO partners. The Senior Field Associate will also be actively engaged in needs and participatory assessments, communication with communities, and public awareness campaigns. 

Considering the current operational needs, knowledge of information and data management, as well as experience with data collection and analysis tools are an asset. 

 

Minimum Qualifications: 4 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher degree. 

Field(s) of Education: Political or Social Sciences, or other relevant field. 

Language requirements: Fluency in Lithuanian and English is essential. Knowledge of Russian, Ukrainian, and/or other UN languages is an asset.
