UNHCR supported the provision of free legal aid to IDPs from Kosovo who lacked birth registration and personal documents essential for exercising basic rights, continuing later on to provide such assistance also to the affected  domicile Roma.  Consequently, there was a significant decrease in the number of Roma at risk of statelessness, from some 30,000 in 2004 to approximately 2,200 in 2017.

Since the start of the European Refugee Situation, UNHCR, together with the humanitarian community, supported the Government of Serbia in addressing the new situation, strengthening national systems, asylum system, and necessary capacities to address the basic needs and access to services of the new population aiming to assist the government in providing protection and durable solution to the population in the country.
