Han pasado casi 7 meses en el mar.<\/h2>\n

El pasado mes de marzo, cientos de hombres, mujeres, ni\u00f1as y ni\u00f1os se hacinaron en un barco despu\u00e9s de pagar a traficantes por un viaje que les dijeron que durar\u00eda una semana. Ya hab\u00edan huido de la violencia y la persecuci\u00f3n en su patria, Myanmar, donde hace unos tres a\u00f1os muchos hab\u00edan perdido familiares, sufrido agresiones sexuales y visto c\u00f3mo arrasaban sus aldeas.<\/p>\n

En Bangladesh encontraron refugio pero apenas ten\u00edan capacidad para decidir su propio futuro. Su determinaci\u00f3n result\u00f3 fundamental para la respuesta humanitaria en Bangladesh. Entre otras muchas cosas, cavaron zanjas y fortificaron albergues en preparaci\u00f3n para los monzones y visitaron a sus vecinos para compartir informaci\u00f3n sobre la COVID-19. Y a\u00fan as\u00ed viv\u00edan en condiciones muy duras, en campamentos masificados en Kutupalong, sin posibilidad de conseguir educaci\u00f3n formal o permisos de trabajo ni de moverse libremente.<\/p>\n

Al igual que otras muchas personas en los campamentos, las personas refugiadas que embarcaban en estos viajes, j\u00f3venes en su inmensa mayor\u00eda, anhelaban algo mejor. Muchos eran hombres j\u00f3venes en busca de trabajo. La mayor\u00eda de las mujeres j\u00f3venes marchaban para contraer matrimonio. Algunas personas lo hac\u00edan para reunirse con su familia, a pesar de los riesgos. Todos so\u00f1aban con un lugar seguro en el que recuperar el control de sus vidas.<\/p>\n

Pero la traves\u00eda se convirti\u00f3 en una pesadilla. La dotaci\u00f3n golpeaba e incluso apu\u00f1alaba a los pasajeros que se quejaban. Algunos miembros de la dotaci\u00f3n agredieron sexualmente o violaron a las pasajeras.<\/p>\n

Cuando los d\u00edas se convirtieron en semanas y las semanas en meses, la falta de alimento y agua potable se cobr\u00f3 un alto precio. Los pasajeros enfermaron. Sus cuerpos se inflamaron, un s\u00edntoma de beriberi provocado por la deficiencia de vitaminas que se cree que acab\u00f3 con la vida de docenas de personas a bordo.<\/p>\n

Las personas refugiadas suplicaban entrar en puerto, pero la dotaci\u00f3n los ignor\u00f3.<\/p>\n

Por fin, el 7 de septiembre de 2020, tocaron tierra en la costa del norte de Aceh, en Indonesia. Una tercera parte de los supervivientes tuvieron que ser hospitalizados. Tres murieron d\u00edas despu\u00e9s de llegar a tierra.<\/span><\/p>\n

Hace dos a\u00f1os Haresa se cas\u00f3 por tel\u00e9fono con un hombre. Su prometido y ella celebraron la ceremonia de manera remota, una pr\u00e1ctica que se ha hecho com\u00fan ente los refugiados rohingyas en el \u00faltimo a\u00f1o. Sali\u00f3 de Bangladesh para unirse a su esposo en Malasia. En el mar cont\u00f3 seis lunas completas.<\/span><\/p>\n

Su t\u00eda muri\u00f3 en el segundo mes en el barco. Tras cuatro meses, muri\u00f3 su hermano. Y dos d\u00edas despu\u00e9s de llegar a Aceh, perdi\u00f3 a su hermana.<\/span><\/p>\n

\u201cDos meses antes de desembarcar mi hermana empez\u00f3 a tener hinchaz\u00f3n y a vomitar sangre\u201d, cuenta Haresa. \u201cRez\u00f3 para que Al\u00e1 no se la llevara, que no se llevara su alma mientras estuviera a bordo. No quer\u00eda que lanzaran su cuerpo al mar\u201d.<\/span><\/p>\n

Haresa cuenta a ACNUR que es la menos afortunada de todos los supervivientes.<\/p>\n

\u201cDe entre 500 o 600 personas, los tres hermanos nos embarcamos juntos. Y los perd\u00ed a los dos. Estoy sola\u201d, cuenta.<\/p>\n

Al igual que otras muchas mujeres j\u00f3venes (y, tr\u00e1gicamente, tambi\u00e9n muchas ni\u00f1as), Begum sent\u00eda presiones para casarse. Viv\u00eda en un campamento de refugiados en Bangladesh cuando sus hermanos le dijeron por tel\u00e9fono que pronto iba a ser una carga. Con 19 a\u00f1os segu\u00eda soltera y ellos tem\u00edan que sus padres, mayores, no se pudieran permitir concertar un matrimonio.<\/p>\n

Los hermanos de Begum ya hab\u00edan abandonado Bangladesh para iniciar una nueva vida en Malasia. Le dijeron a sus padres que la enviaran a vivir con ellos para que le buscaran un marido. Se prepar\u00f3 para una traves\u00eda en barco de siete d\u00edas.<\/p>\n

Tras dos meses en el barco, viendo las terribles escenas que se suced\u00edan, estaba aterrorizada. \u201cTambi\u00e9n estaba enfadada\u201d, cuenta. \u201cEst\u00e1bamos en medio del mar. No pod\u00eda hacer nada\u201d.<\/p>\n

Asmotulleh no ve\u00eda un futuro en Bangladesh. Cuando el prometido de su hermana se ofreci\u00f3 a llevarla a Malasia, Asmotulleh acept\u00f3 acompa\u00f1arla. Pens\u00f3 que encontrar\u00eda un trabajo y que por fin podr\u00eda mantener a sus padres y al resto de sus hermanos. Como no pudieron conseguir pasaportes, su hermana y \u00e9l recurrieron a traficantes.<\/span><\/p>\n

La dotaci\u00f3n le pegaba. Hab\u00eda un aseo para cientos de hombres. Una vez al mes se ba\u00f1aba con agua de mar. Solo ve\u00eda a su hermana unos minutos una vez a la semana.<\/p>\n

Cuando el barco lleg\u00f3 a tierra, no ten\u00eda ni idea de d\u00f3nde estaban. Los locales dijeron que estaban en Aceh, en Indonesia. A Asmotulleh le daba igual d\u00f3nde fuera. \u201cNadie quer\u00eda seguir en el mar. As\u00ed que daba igual el pa\u00eds que fuera: lo \u00fanico que quer\u00edamos era poder pisar tierra\u201d, dice. \u201cSentimos una gran felicidad al ver las luces\u201d.<\/p>\n

Mohammed quer\u00eda trabajar. Pero las personas refugiadas no tienen permiso para trabajar legalmente en Bangladesh, donde viv\u00eda desde que tuvo que abandonar Myanmar con su familia en 2014. As\u00ed que puso rumbo a Malasia con la esperanza de reunirse con su padre. \u201cQuer\u00eda empezar una nueva vida all\u00ed y ganar dinero\u201d, dice.<\/span><\/p>\n

Durante el viaje Mohammed vio a gente morir. Su cuerpo se inflam\u00f3 y tuvo mucha fiebre. Se qued\u00f3 impresionado al ver a un hombre que ten\u00eda tanta sed que escurri\u00f3 su propia camisa para poder beber unas gotas de su propio sudor. Tras huir a Bangladesh y perder a su madre, Junaida decidi\u00f3 irse con su hermana, que viv\u00eda en Malasia. Su cu\u00f1ado le dio un n\u00famero de tel\u00e9fono al que llamar. \u201cAlguien vino a buscarme en un coche\u2026 y me llevaron a un sitio\u201d, dice. \u201cDespu\u00e9s embarqu\u00e9\u201d.<\/span><\/p>\n

Despu\u00e9s de eso Junaida recuerda dos viajes en barco m\u00e1s antes de subir a una gran embarcaci\u00f3n llena de personas desconocidas. A medida que pasaban los meses la gente enfermaba y muchos murieron. Para cuando la dotaci\u00f3n traslad\u00f3 a los refugiados a un barco m\u00e1s peque\u00f1o y los abandon\u00f3, Junaida ya hab\u00eda dejado de pensar en nada que no fuera la supervivencia. Ten\u00edan agua y comida para tres o cuatro d\u00edas. Tardaron doce d\u00edas en rescatarlos y desembarcar en Aceh.<\/span><\/p>\n

\u201cNo ten\u00edamos ninguna esperanza de futuro\u201d, dice. \u201cNo sab\u00edamos si \u00edbamos a vivir o a morir. Decidimos intentar trasladarnos a alg\u00fan otro sitio\u201d.<\/span><\/p>\n

A finales de 2017 la violencia generalizada en el estado de Rakhine (Myanmar) forz\u00f3 a m\u00e1s de 700.000 ap\u00e1tridas rohingyas a huir de sus hogares en busca de seguridad en la vecina Bangladesh. Fue la afluencia de personas refugiadas m\u00e1s r\u00e1pida y de mayor envergadura que el mundo hab\u00eda visto en toda una generaci\u00f3n.<\/p>\n

A\u00f1o tras a\u00f1o, personas refugiadas y migrantes pagan a traficantes para que los lleven en barco desde Bangladesh y Myanmar a Malasia, un pa\u00eds en el que muchos tienen parientes o amistades que han comenzado una nueva vida. Muchas de estas personas acaban abandonadas o rehenes de los traficantes en el mar, quienes a menudo los retienen a cambio de un rescate de grandes cantidades de dinero; los gobiernos no quieren permitir su desembarco. Algunos logran llegar. Otros, mueren. En mayo de 2015 los traficantes abandonaron al menos a 5.000 personas en el golfo de Bengala y el mar de Andam\u00e1n. Muchos de los pasajeros eran rohingyas. Los gobiernos de la regi\u00f3n no enviaron en un primer momento misiones de b\u00fasqueda y rescate ni permitieron el desembarco de ninguno de esos pasajeros. Docenas murieron. Por fin se procedi\u00f3 al rescate de los supervivientes y se permiti\u00f3 su desembarco despu\u00e9s de que las im\u00e1genes de rohingyas en peligro en alta mar coparan titulares en todo el mundo.<\/p>\n

Al a\u00f1o siguiente, ministros de distintos gobiernos se reunieron en el Proceso de Bali, un foro dedicado a reducir la trata y el tr\u00e1fico de personas y otros delitos, desde donde se comprometieron a garantizar que este tipo de tragedias no se volver\u00edan a repetir. Pasados cerca de cuatro a\u00f1os, no han cumplido tal promesa.<\/p>\n

En todo el sur y el sudeste de Asia, muchas personas desplazadas rohingyas siguen viviendo al margen, sin acceso a atenci\u00f3n sanitaria b\u00e1sica, agua potable, suministro fiable de alimentos, ni oportunidades significativas de educaci\u00f3n y empleo.<\/p>\n

Desde que comenz\u00f3 la pandemia de COVID-19, las personas refugiadas rohingyas en Cox\u2019s Bazar (Bangladesh) han explicado a ACNUR que han perdido sus ingresos y que las restricciones al movimiento les han causado sufrimientos adicionales. Muchas de estas personas dicen que la situaci\u00f3n no es segura para las ni\u00f1as, y muchos hablan de un incremento de la violencia dom\u00e9stica.<\/p>\n

ACNUR trabaja para mejorar las vidas de las personas refugiadas que viven en Bangladesh, para lo cual env\u00eda ayuda y colabora con el gobierno en la construcci\u00f3n de infraestructuras, el suministro de agua potable y la mejora de saneamientos. Pero la comunidad internacional debe apoyar a las comunidades de acogida y buscar soluciones a largo plazo junto con las personas refugiadas. Personas refugiadas rohingyas han contado a ACNUR que quieren regresar a Myanmar en paz y con dignidad.<\/p>\n

Es responsabilidad de Myanmar garantizar la seguridad del retorno de los rohingyas, as\u00ed como la restituci\u00f3n de sus derechos b\u00e1sicos tales como la libertad de circulaci\u00f3n y la posibilidad de ofrecerles una v\u00eda de acceso a la ciudadan\u00eda.<\/p>\n

They had been at sea for nearly seven months.<\/h2>\r\n

Back in March, these hundreds of men, women and children had crammed onto a boat after paying smugglers for a voyage they were told would last a week. They had already fled violence and persecution in their homeland, Myanmar, where some three years before many had lost family members, suffered sexual assault and seen their villages razed.<\/p>\r\n\r\nIn Bangladesh they had found sanctuary but had little ability to determine their own futures. Their determination has proved critical to the humanitarian response in Bangladesh. They have dug trenches and fortified shelters for monsoon preparedness, visited neighbours to share information on COVID-19 and much more. Yet they lived in harsh conditions in overcrowded camps in Kutupalong, without opportunities for formal education, permission to work or move about freely.\r\n\r\nLike so many others in the camps, the overwhelmingly young refugees who boarded boats in desperation longed for more. Many young men went in search of jobs. The young women mostly went to enter marriages. Some went, despite the risks, to reunite with family. But the voyage became a nightmare. The crew beat and even stabbed passengers who complained. Some members of the crew sexually assaulted or raped female passengers.<\/p>\r\n

As the days turned into weeks and then months, the lack of food and drinking water took a heavy toll. Passengers grew feverish. Their bodies swelled \u2013 a symptom of the beri beri vitamin deficiency from which dozens aboard are presumed to have died.<\/p>\r\n

Eventually the crew pushed the starving passengers onto a smaller boat, where they sat jammed together. At least 30 people had died. And still they drifted.<\/span><\/p>\r\n

Finally, on 7 September 2020, they landed on the northern coast of Aceh, Indonesia. A third of the survivors had to be hospitalized. Three of them died within days of coming ashore.<\/span><\/p>\r\n

Two years ago, Haresa married a man over the phone. She and her fianc\u00e9 joined a ceremony remotely, a practice that has become common among Rohingya refugees during the past year. She left Bangladesh to join her new husband in Malaysia. She counted six full moons at sea.<\/span><\/p>\r\n

During their second month on the boat, her aunt died. After four months, her brother perished. And two days after they reached Aceh, she lost her sister.<\/span><\/p>\r\n

\u201cTwo months before landing, my sister started suffering from swelling and was also vomiting blood,\u201d Haresa said. \u201cShe prayed to Allah to please not take her away, not to take her soul while she was on board. She didn\u2019t want her body thrown into the sea.\u201d<\/span><\/p>\r\n

Haresa told UNHCR she was the unluckiest of all those who survived.<\/p>\r\n

\u201cAmong five or six hundred people, three of us siblings got on board. And two of my siblings passed away. \u201cPeople became anxious and frustrated, and then the boat crew started beating them. I helped wash the blood from two people\u2019s bodies<\/b>.\u201d<\/strong><\/h4>\r\n

Like so many young women \u2013 and tragically, young girls too \u2013 Begum faced pressure to marry. She was living in a refugee camp in Bangladesh when her brothers told her over the phone that she would soon become a burden. At 19, she was still single, and they feared their aging parents could not afford to arrange a marriage.<\/p>\r\n

Begum's brothers had already left Bangladesh to build a new life in Malaysia. They told their parents to send her to live with them so they could find her a husband. She prepared for a seven-day boat journey.<\/p>\r\n

After a couple of months on the boat, as she watched horrific scenes unfold, she felt terrified. \u201cI felt angry as well,\u201d she said. \u201cWe were in the middle of the sea. Asmotulleh saw no future in Bangladesh. When his sister\u2019s fianc\u00e9 in Malaysia offered to bring her there, Asmotulleh agreed to accompany her. He thought he would find a job and finally be able to support his parents and other siblings. Unable to obtain passports, he and his sister turned to smugglers.<\/span><\/p>\r\n

The crew beat him. There was one toilet for hundreds of men. Once a month he bathed with ocean water. He saw his sister only a few moments once a week.<\/p>\r\n

When the boat came ashore, he had no idea where he was. The locals said they were in Aceh, Indonesia. Asmotulleh did not care where he was. \u201cNobody wanted to continue at sea. Mohammed wanted to work. But refugees did not have permission to work legally in Bangladesh, where he had lived since fleeing Myanmar with his family in 2014. And so he set out for Malaysia, where he hoped to reunite with his father. \u201cI wanted to make a life there and to earn a living,\u201d he said.<\/span><\/p>\r\n

During the voyage, Mohammed watched people die. His body swelled and he got fevers. He marveled at a man\u00a0who got so thirsty he wrung out his own shirt to produce a few drops of sweat, which he drank. Soon he was doing the same, squeezing the salty moisture from his clothes.<\/span><\/p>\r\n

When the boat finally landed, he was overjoyed. \u201cI was extremely happy, as if I had moved from hell to heaven. After fleeing to Bangladesh and then losing her mother, Junaida decided to join her sister in Malaysia. Her brother-in-law gave her a phone number to call. \u201cSomeone came with a car and \u2026 I was taken somewhere,\u201d she said. \u201cThen I got on a boat.\u201d<\/span><\/p>\r\n

Junaida recalls two more boat rides after that, and then boarding a big ship filled with strangers. As the months passed, people got sick and many died. By the time the crew forced the refugees onto a smaller boat, abandoning them,\u00a0Junaida had stopped thinking about anything but survival. They had enough food and water for three to four days. It would be 12 days before they were rescued and came ashore in Aceh.<\/span><\/p>\r\n

\u201cWe didn't hope for the future,\u201d she said. \u201cWe didn\u2019t know whether we would live or die. In late 2017, widespread violence in Myanmar\u2019s Rakhine State forced more than 700,000 stateless Rohingya to flee their homes and seek safety in neighbouring Bangladesh. It was the largest and fastest refugee influx the world had seen in a generation.<\/p>\r\n

Year after year, refugees and migrants pay smugglers to take them by boat from Bangladesh and Myanmar to Malaysia, a country where many know friends or relatives who have started new lives.\u00a0Many find themselves abandoned or held hostage by smugglers at sea, with smugglers often holding them ransom for higher sums of money, and governments unwilling to let them land. Some of them make it. Some die. In\u00a0May 2015, smugglers abandoned at least 5,000 people in the Bay of Bengal and Andaman Sea. Many of the passengers were Rohingya. Governments in the region initially failed to send search-and-rescue missions or to allow any of the passengers to land. Dozens died. Survivors were finally rescued and allowed to disembark after the images of Rohingya in distress at sea made the headlines around the world.<\/p>\r\n

The following year, government ministers attending the Bali Process \u2013 a forum dedicated to curbing human trafficking, people smuggling and other crimes \u2013 pledged to ensure that such tragedies would never happen again. Some four years later, they have failed to live up to that promise.<\/p>\r\n

Since the COVID-19 pandemic began, Rohingya refugees in Cox\u2019s Bazar, Bangladesh have told UNHCR that lost income and restrictions on movement had caused more suffering. Many said they felt it was unsafe for girls, and many noted an increase in domestic violence.<\/p>\r\n

UNHCR has worked to improve the lives of refugees living in Bangladesh, sending aid and working with the government to build infrastructure, as well as to provide clean water and improve sanitation. But the international community must support host communities and, together with refugees, search for long-term solutions. Rohingya refugees have told UNHCR they want to return to Myanmar \u2013 in peace and with dignity.<\/p>\r\n
