Emerging learnings from UNHCR's field pilots make clear that information risks, like forced displacement and statelessness, impact people differently based on their identity.
When analysing and responding to information risks, it is essential to identify and understand diverse aspects of information risks and design responses in line with AGD considerations.
As outlined by the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, gendered disinformation is distinct in its nature as both a strategy to silence the free expression of women and gender nonconforming persons and a form of online gender-based violence in certain circumstances. Unlike other forms of disinformation, gendered disinformation relies not just on false information but also on existing gender narratives to achieve its social and political goals, including maintaining the status quo of gender or driving polarisation. Gendered disinformation thrives in contexts where gender equality and women’s freedom of expression are constrained.
