Response framework

Based on findings of UNHCR's field pilots and informed by the work of partner agencies and actors, the subsequent response framework is recommended as the primary framework for understanding and responding to risks to information integrity such as misinformation, disinformation and hate speech.

The framework contains four components and applies the “ABCDE” Framework throughout in order to inform a common language for discussion, analysis and response to information risks. The four components are:

  1. Situation Analysis

  2. Social Listening

  3. Analysis of Potential Impact

  4. Response Activities

Key Points for Developing a Response

  • Conduct situation analyses 
    What channels are forcibly displaced and stateless communities using? What channels are information risks present on? What actors are involved?

  • Conduct social listening activities 
    How far are the information risks spreading? Are they on multiple platforms? Are they both online and offline?

  • Determine potential risks and harms 
    What communities are most at risk of offline harm? Is harm already occurring? When/where is harm likely to occur?

  • Develop a response plan
    Are traditional protection activities required? Are crisis communications required? Is there a reputational challenge? What members are needed for a multifunctional team?
