PROVISIONAL ANNOTATED AGENDA (28 and 29 April 1998)

1. Adoption of the agenda

2. Adoption of the draft report of the tenth meeting of the Standing Committee (2 and 3 February 1998)

The draft report of the tenth meeting of the Standing Committee, which was held on 2 and 3 February 1998, is contained in document EC/48/SC/CRP.7.

3. Programme and funding matters

Under this agenda item, the following two sub-items will be discussed as a cluster:

(i) An Update on Programme and Funding Projections for 1998 (EC/48/SC/CRP.11); and

(ii) A review of the General Programmes (EC/48/SC/CRP.12).

4. Situation reports

The Standing Committee will review UNHCR's activities in Europe (EC/48/SC/CRP.9) and in the former Yugoslavia (EC/48/SC/CRP.10).

5. Protection/Programme policy issues

Under this agenda item the Standing Committee will consider a synopsis report on UNHCR's phase-out strategies (EC/48/SC/CRP.16), as well as resume its discussions on new approaches to reintegration, including UNHCR's contribution to rehabilitation programmes in post-conflict societies. To assist the Standing Committee in this resumed discussion, a policy paper on Reintegration in the Transition from War to Peace has been attached to EC/48/SC/CRP.15.

6. Coordination issues

The Standing Committee will have before it a Follow-up to the Secretary General's United Nations Reform Proposals and related ECOSOC Decisions (EC/48/SC/CRP.13).

7. Oversight issues

Under this agenda item the Standing Committee will consider an oversight report on Consultants (EC/48/SC/CRP.14).

8. Governance issues

The following issues relating to the work of the Executive Committee will be introduced and discussed separately:

(i) Preliminary consideration of the selection of the Annual Theme for the forty-ninth session of the Executive Committee; and

(ii) Executive Committee working methods, including reporting on programmes and their implementation.

9. Management, financial and human resources matters

Under this agenda item, the Standing Committee will have before it the following documentation:

(i) Overhead Costs of International NGO implementing Partners (EC/48/SC/CRP.18)

(ii) Staff Training in UNHCR: An Update on Recent Developments (EC/48/SC/CRP.19)

(iii) Update on the Change Management Process (EC/48/SC/CRP.17)

(iv) Information note on Income and Expenditure for the Year 1997 ((EC/48/SC/CRP.20)
