UNHCR welcomes Norway’s renewed support to refugees from Ukraine in Moldova

Chișinău 10 July 2025 - UNHCR, the UN Refugee Agency, welcomes an additional generous contribution of NOK 50 million (EUR 4.52 million) from Norway to support refugees from Ukraine in the Republic of Moldova.

This critical funding, provided through the Norwegian Agency for Development Cooperation (Norad), will enable UNHCR to continue delivering vital protection services and assistance to the most vulnerable refugees in Moldova. Norway’s contribution will help strengthen the protection response and ensure access to specialised services for those with heightened needs, while promoting inclusion through the rehabilitation of community infrastructure. This builds on Norway’s previous support, which enabled UNHCR to assist thousands of refugees, especially during the harsh winter months, when many faced increased hardships due to a lack of heating, limited resources, and growing protection risks.

Norway is among Moldova’s leading humanitarian donors, having contributed approximately NOK 540 million to the refugee response since the crisis began. This latest contribution under the Nansen Support Programme for Ukraine—Norway’s multi-year assistance scheme for 2023-2027, managed by Norad, further reinforces Norway’s strong commitment to supporting Moldova in responding to the complex humanitarian and development challenges caused by the war in Ukraine.

This comprehensive support will address immediate humanitarian needs, reduce pressure on host communities, and strengthen Moldova’s resilience in managing the ongoing crisis and its long-term consequences.

Since the escalation of the war in February 2022, over 2.0 million people from Ukraine have crossed into Moldova, with more than 133,000 remaining in the country as refugees. Moldova has demonstrated extraordinary solidarity, welcoming those fleeing the war despite facing its significant socio-economic challenges. The country continues to grapple with high inflation, energy insecurity, and broader regional instability, all of which place additional strain on public services and vulnerable populations. Many refugees face obstacles in accessing essential services, including healthcare, employment opportunities, and education for their children. The most vulnerable groups—including women, children, persons with disabilities, and older persons—are particularly at risk, with their integration further complicated by language barriers, limited resources, and the psychological impact of displacement.

Continued support from the international community remains vital to help Moldova sustain its humanitarian response and ensure that those forced to flee can rebuild their lives with dignity and hope.
