Refugees digitally sign for their registration in a biometric center in Abeche.In 2024, a tripartite protocol was signed between the Chadian government, the CNARR, ANATS, and the UNHCR for the issuance of biometric identity cards to refugees. Funded by the World Bank through the Refugee and Host Community Support Project (PARCA), this pilot project is being implemented across the country. The operation, launched in February 2025 in N'Djamena and in Abéché in April 2025, targets a total of 25,000 adult refugees, including 10,000 in eastern Chad in its first phase. In the city of Abéché, 1,500 urban refugees and 600 students are involved in this pilot phase. The activity will continue in the coming days in the four provinces covered by the Eastern operation: Ouaddaï (4,000), Sila (1,000), Wadi Fira (2,000), and Ennedi Est (1,500).
