1. Adoption of the agenda
2. Report on the work of the inter-sessional meetings of the Sub-Committee, including the adoption of the draft reports of the 18 May 1993 Joint Meeting and the 19 May 1993 meeting
The Chairman of the Sub-Committee will make an oral report on the work of the inter-sessional meetings. The Sub-Committee will have before it the reports on its meetings of 17 December 1992 (EC/SC.2/59) and 31 March 1993 (EC/SC.2/60). In addition, it will be invited to adopt the draft reports of the 19 May 1993 Joint Meeting of the Sub-Committee on Administrative and Financial Matters and the Sub-Committee of the Whole on International Protection (EC/1993/SC.2/CRP.17) and its 19 May 1993 meeting (EC/1993/SC.2/CRP.18).

(a) Major trends in UNHCR assistance activities
(i) Update on programmes and funding Of particular relevance to discussions under this sub-item are the following documents: (i) UNHCR Activities Financed by Voluntary Funds: Report for 1992-1993 and Proposed Programmes and Budget for 1994 (A/AC.96/808, Parts I-VI); (ii) Overview of UNHCR Activities: Report for 1992-1993 (A/AC.96/813); (iii) Report of the United Nations High Commissioner for Refugees to the Economic and Social Council (E/1993/20); (iv) UNHCR Activities Financed from Voluntary Funds: Report for 1992-1993 and Proposed Programmes and Budget for 1994: Report of the Advisory Committee on Administrative and Budgetary Questions (A/AC.96/815); (v) Report on the Status of Contributions to UNHCR Funds as of 31 May 1993 (A/AC.96/810); (vi) An update on UNHCR's programmes and funding projections will be provided in the form of a conference room paper EC/1993/SC.2/CRP.19.
(ii) Review of UNHCR's programming
The Sub-Committee will have before it a Summary Report on the UNHCR Internal Working Group on Programme Management and Operational Capacity (EC/1993/SC.2/CRP.20).
(iii) UNHCR's emergency response capacity
UNHCR will present a conference room paper entitled Update on UNHCR's Capacity to Respond to Emergencies (EC/1993/SC.2/CRP.21).
(iv) Refugees and the environment
A conference room paper, entitled Refugees and the Environment (EC/1993/SC.2/CRP.22), outlines UNHCR's proposed approach for ensuring that environmental concerns are reflected in its activities.
(v) Voluntary repatriation
The Sub-Committee will receive a progress report on voluntary repatriation movements in 1993 in a conference room paper entitled Update on Voluntary Repatriation Movements (EC/1993/SC.2/CRP.23).
(vi) International procurement
In response to a request by the forty-third session of the Executive Committee, a conference room paper entitled International Procurement (EC/1993/SC.2/CRP.24) will be presented to the Sub-Committee.
(vii) Categorization of posts: Programme Support and Administrative Posts (PSA) / Programme Posts (PP)
The Sub-Committee will have before it an update on the proposed categorization (together with the comments of the ACABQ) in the form of a conference room paper entitled Categorization of Posts (EC/1993/SC.2/CRP.25).
(viii) Human resources management
A conference room paper entitled Update on UNHCR's Human Resources Management Strategy (EC/1993/SC.2/CRP.26) will be presented.
(ix) UNHCR's evaluation activities
The Sub-Committee will have before it a report entitled UNHCR Evaluation Activities (A/AC.96/809), as well as a conference room paper entitled UNHCR's Policy on Refugee Women: An Evaluation Summary (EC/1993/SC.2/CRP.27).
(b) Voluntary Funds accounts for the year 1992 and Report of the Board of Auditors thereon
The Sub-Committee will have before it the following documents to facilitate its consideration of this item: (i) Voluntary Funds Administered by the United Nations High Commissioner for Refugees: Accounts for the Year 1992 (A/AC.96/811); (ii) Report of the Board of Auditors to the General Assembly on the Accounts of the Voluntary Funds Administered by the United Nations High Commissioner for Refugees for the Year ended 31 December 1992 (A/AC.96/812); (iii) Report of the United Nations Board of Auditors on the Audit of the Accounts of Voluntary Funds Administered by UNHCR for the Year 1992 - Addendum - Report of the Advisory Committee on Administrative and Budgetary Questions (ACABQ) to the General Assembly at its forty-eighth Session (A/AC.96/812/Add.1).
4. Office of the Inspector
A conference room paper entitled Proposal to Create an Office of the Inspector (EC/1993/SC.2/CRP.28), will provide the Sub-Committee with an update on the proposal of the High Commissioner to establish such an office (together with the comments of the ACABQ).
5. New UNHCR Headquarters premises
The Sub-Committee will be presented with a conference room paper entitled Update on UNHCR's New Headquarters Premises (EC/1993/SC.2/CRP.29) giving details on progress on the new premises, as well as providing an update on the negotiations requested by the ACABQ; the paper will also give details on costs associated with the move as well as for furnishings and other related matters.
6. Committee for Programme and Coordination (CPC) and the Evaluation of UNHCR
The Sub-Committee is asked to consider the relevant sections of the Report of the Secretary-General entitled In-depth evaluation of the programme on international protection of and assistance to refugees: Office of the United Nations High Commissioner for Refugees (E/AC.51/1993/2) and the related Report of the CPC (A/48/16, Part I). A conference room paper presented by UNHCR, entitled Note on the Report of the Secretary-General on the In-depth Evaluation of UNHCR's Programme on International Protection of and Assistance to Refugees (EC/1993/SC.2/CRP.30), will highlight those portions of the report to be considered by the Sub-Committee.
7. WFP/UNHCR Cooperation
The Sub-Committee will have before it a conference room paper entitled UNHCR's Cooperation with the World Food Programme (EC/1993/SC.2/CRP.31) on the Agreement of 1 January 1992 between the two organizations on the revised division of responsibilities for refugee feeding operations.
