PROVISIONAL ANNOTATED AGENDA

(9 and 10 September 1997)

1. Adoption of the agenda

2. Adoption of the draft report of the eighth meeting of the Standing Committee (24-26 June 1997)

The Draft Report of the Eighth Meeting of the Standing Committee is contained in document EC/47/SC/CRP.40, as are the decisions adopted at that meeting.

3. Situation reports

Under this agenda item, the Standing Committee will review activities in the following two regions, each of which will be introduced and discussed separately:

(a) The Americas and the Caribbean (EC/47/SC/CRP.43);

(b) Asia and the Pacific (EC/47/SC/CRP.44).

4. Programme policy issues

The following documentation will be before the Standing Committee for consideration: A Progress Report on Refugee Women and UNHCR's Framework for Implementation of the Beijing Platform for Action (EC/47/SC/CRP.45); and Refugee Health and Nutrition (EC/47/SC/CRP.46). The two papers will be discussed as a cluster.

5. Coordination issues

The Standing Committee will consider the following two sub-items:

(a) Evaluation of memoranda of Understanding as a Mechanism of Coordination (EC/47/SC/CRP.51);

(b) Relations with non-governmental organizations. The following documents will be before the Standing Committee for discussion as a cluster: an update on the PARinAC progress (EC/47/SC/CRP.52); Implementing Partners (EC/47/SC/CRP.48); Execution of Humanitarian Assistance through Implementing Partners: a Joint Inspection Unit Report (EC/47/SC/CRP.42).

6. Reports relating to oversight

Summaries of two recent evaluation reports will be considered by the Standing Committee under his agenda item: Staff Stress and Security: a Management Challenge for UNHCR (EC/47/SC/CRP.49), and Evaluation of UNHCR's Efforts on Behalf of Children and Adolescents (EC/47/SC/CRP.50). Also before the Standing Committee will be UNHCR's annual report on Inspection and Evaluation Activities (A/AC.96/886). The three documents will be discussed as a cluster.

7. Protection Issues

The Standing Committee will have before it an Information Note on UNHCR's Resettlement Handbook (EC/47/SC/CRP.47).

8. Programme and funding matters

An Overview of UNHCR Activities 1996-1998 (A/AC.96/884) prepared for the forty-eighth session of the Executive Committee will be before the Standing Committee for review. This document will include addenda on expenditure; budgets and post requirements (countries/areas, other programmes and Headquarters) (Add. 1); update on UNHCR programme and funding projections for 1997 and 1998 (Add. 2); and the report of the ACABQ (Add. 3). The Committee will also be invited to consider a report on programme delivery and administrative support costs (EC/47/SC/CRP.53).

9. Financial matters

Two Executive Committee reports will be considered by the Standing Committee under this agenda item: Voluntary Funds Administered by the High Commissioner: Accounts for the Year 1996 (A/AC.96/883); Report of the Board of Auditors to the General Assembly on the Accounts of the Voluntary Funds Administered by UNHCR for the period ended December 1996 (A/AC.96/885), and its addendum, Measures Taken or Proposed in Response to the Recommendations in the Report of the Board of Auditors (A/AC.96/885/Add.1).

10. Management and financial issues

An update on Project Delphi (EC/47/SC/CRP.54) will be before the Standing Committee for consideration.
