UNHCR established its presence in Azerbaijan in late 1992 and since then has been supporting the Government to find durable solutions for refugees, internally displaced, and stateless persons in the country.

UNHCR has been present in Azerbaijan since 1992, supporting the Government in finding durable solutions for refugees, internally displaced and stateless persons. The Agency works in close partnership with national authorities and civil society to ensure protection space for asylum-seekers and to strengthen prospects for local integration.
Azerbaijan hosts a diverse population of forcibly displaced and stateless individuals. These include refugees, asylum-seekers, stateless persons, and internally displaced people. UNHCR provides legal assistance, awareness-raising, and humanitarian support to those in need, while promoting access to documentation, basic services, and livelihood opportunities.
In collaboration with government counterparts and other partners, UNHCR contributes to the design and implementation of a durable solutions framework. This includes support for the voluntary return of displaced populations in safety and dignity, as well as longer-term integration measures.
Azerbaijan's strategic location and evolving regional dynamics continue to shape the humanitarian and development landscape. UNHCR remains engaged in supporting displaced communities and ensuring that international protection principles are upheld. The Agency also works to expand its engagement with various stakeholders, including through joint initiatives that promote resilience, environmental sustainability, and inclusive development.
