The full-scale war in Ukraine which began more than two years ago, has led to an unparalleled humanitarian crisis in Europe, with millions of refugees seeking safety. Despite the generosity of host nations, the situation remains deeply concerning as the war continues, necessitating a coordinated regional humanitarian response. Organizations, including UNHCR, are actively collecting data to understand refugee conditions, challenges and intentions.

Over the last two years, significant efforts have been put in place by UNHCR and partners of the interagency regional refugee response to build an evidence-base in response to the Ukraine Refugee Situation. A considerable number of reports and dashboards have been published to support a data-driven and coordinated response. However, keeping track of all available evidence and findings can be challenging.

The Factbook addresses this need by compiling and providing easy and centralized access to key survey-based facts and figures collected as part of UNHCR-led exercises. The ultimate goal is to enable access to reliable data and information for evidence-based decision making by humanitarian organizations, policymakers, researchers and other stakeholders, promoting further analysis and knowledge sharing, and fostering collaboration.
