UNHCR welcomes renewed commitment to the voluntary return of refugees from DRC and Rwanda
Representatives of the Governments of he Democratic Republic of Congo and Rwanda, together with UNHCR's Assitant High Commissioner (Operations) at the signing of the Tripartite agreement in Addis Ababa, Ethiopia.
UNHCR, the UN Refugee Agency welcomed the outcomes of a Tripartite Meeting held from 22 to 24 July in Addis Ababa, Ethiopia, where the Governments of the Democratic Republic of the Congo (DRC) and the Republic of Rwanda reaffirmed their commitment to work together, with UNHCR’s support, to enable the voluntary, safe, and dignified return of refugees between their countries.
Facilitated by UNHCR, the Tripartite Meeting brought together technical experts and high-level officials from both governments. The meeting culminated in the endorsement of a joint communiqué, which emphasized the vital link between sustainable return and broader peacebuilding efforts in the Great Lakes region.
The tripartite process provides a critical legal and operational framework to uphold the right of all refugees to return to their country of origin in safety and dignity, in accordance with international protection standards. This latest engagement builds upon the 2010 Tripartite Agreements and recent political commitments outlined in the Washington Peace Agreement and the Doha Declaration of Principles, both signed this year.
UNHCR reaffirmed its commitment to supporting both governments throughout this process and underscored the need for tangible improvements in conditions that make return a viable and dignified choice for refugees, including access to essential services, reintegration, and long-term stability.
Sustained international support is essential to translate these commitments into meaningful action. UNHCR therefore calls on donors, international financial institutions and development partners to support these efforts, which are critical for peace and recovery in the region.
For decades, cycles of violence and instability in the DRC have forced millions of families to flee their homes, often multiple times, stripping them of safety and opportunities to rebuild their lives. This agreement represents an important step in restoring hope, dignity and stability for thousands of refugees. UNHCR stands ready to work with all stakeholders to turn these commitments into lasting solutions.
