RFQ 27/2022 For Passive Network Assessment

Dear Bidder;

The Office of the United Nations High Commissioner for Refugees (UNHCR), Cairo, invites qualified suppliers to provide a firm offer for the provision of Passive network assessment.

  • The following annexes form an integral part of this request for quotation:
  1. Annex A: TOR
  2. Annex B: Vendor sanction list
  3. Annex C: UNHCR General Terms and conditions for goods and services
  4. Annex D: UNHCR vendor registration form
  5. Annex E: UN supplier code of conduct
  6. The RFQ notice

The technical details of the services requested by UNHCR can be found in Annex A.

Your technical offer should clearly state whether or not the services you are offering are fully conforming to the product specifications given in Annex A. Clearly state and disclose any discrepancies with the specifications given.

  • Technical Evaluation Criteria (Pass or Fail):
  1. Contractor must be specialized in passive data cabling for a continuous minimum 3 years to date.

Contractor to share supporting documentation.

  1. Contractor’s assigned engineer/project manager must have a minimum of 3 years expertise in passive cabling (copper or fiber).

Contractor to share CV for project manager.

  1. Contractor has previously completed installation or maintenance of a passive cabling project (copper or fiber) for a minimum of 1000 ports.

Contractor to share supporting documentation.

  1. Contractor owns testing/fluke instrument and provides:

Contractor to share datasheet / specifications of instrument that will be used to conduct the scope of work mentioned above, performing the follows:

- Cable Types: UTP, STP, FTP.

- Supported Tests: Wiremap, length, cable signal performance (Measures crosstalk and impedance

and compares against appropriate limits), tone generator for path, Ethernet port detection ,identification and PoE voltage.

  1. Contractor owns digital labeling machine and provides:

Contractor to share datasheet / specifications of digital labeling machine that will be used to conduct the scope of work mentioned above, performing the follows:

- Self-laminating tape for CAT6 cable identification.

- Strong adhesive tape for rack, patch panel and equipment identification.

- Flexible-ID tape for ethernet cable and other cables identification.

  • Site Visit:

A Site visit will be conducted by the contractor to the named premises , on the presence of UNHCT team

  • Content of the FINANCIAL OFFER form

Your separate Financial Offer must contain an overall offer in a single currency, either in the currency of your company’s country EGP or in US Dollars.

The prices offered should remain valid for the duration of the contract.

Bids that have a different price structure may not be accepted.

The following details shall be provided:

  1. UNHCR is not exempt from all direct taxes. With this regard, price has to be given with separate VAT value as described in Annex B financial.
  1. Additional charge, if any (please specify in your financial offer)
  1. You have to separately mention the separate cost for each premises .

UNHCR will make its best effort to select a company within this period. The pricing model quoted in the Supplier’s offer will remain valid for the duration of the Frame Agreement. UNHCR’s standard payment terms are within 30 days after satisfactory implementation and receipt of documents in order.

  • BID EVALUATION:

Supplier Registration:

The qualified suppliers will be added to the Vendor Database after investigation of the suitability based on the submitted Vendor Registration Form and supporting documents. The investigation involves consideration of several factors such as:

  • Financial standing,
  • Core business,
  • Track record,
  • Contract capacity.

This will be followed later by performance evaluation as a supplier such as:

  • Random/periodic testing of the supplier's products,
  • Ability to respond quickly to Agency's needs,
  • Timely delivery,
  • Dependability of products and services.
  • Lead time for delivery
  • SUBMISSION OF BID:

The offers must bear your official letterhead, clearly identifying your company.

Deadline; 16/10/2022, 23:59 hrs Cairo Local time.

Please note that the General Conditions of Contracts (Annex C) will be strictly adhered to for the purpose of any future contract. The Pre-qualified vendor must confirm the acceptance of these terms and conditions in writing.
