Provision of supply and delivery of Dignity & Mother’s Kits

for the 16 Days of Activism

INTRODUCTION TO UNHCR

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950, by the United Nations General Assembly. The agency is mandated to lead and coordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It also has a mandate to help stateless people.

In more than seven decades, the agency has helped tens of millions of people restart their lives. To help and protect some of the world’s most vulnerable people in so many places and types of environments, UNHCR must purchase goods and services worldwide.   1. REQUIREMENTS

UNHCR Egypt would like to solicit qualified and interested bidders to make a firm offer for the supply and delivery of Dignity & Mother’s Kits for the 16 Days of Activism.

  • 1,000 Dignity Kits (LOT 1) that comprise basic items that women and girls need to protect themselves and maintain hygiene, respect, and dignity in the face of disasters, war, and other crises. Including Sanitary Pads, Body, and Hygiene care items.
IMPORTANT: Technical Specifications of the required Kits are detailed in (Annex A) of this document.

 

  • 500 Mother’s Kits (Lot 2) that provide a new mom and her baby with the basics they need, including diapers, clothes, blankets, and soap.

Your offer shall be prepared in English or Arabic. If the total price in your offer contains an error, UNHCR will consider the proposed unit price for calculation and subsequent financial evaluation of the bid. The offered prices shall remain unchanged throughout the entire validity period of the contract.

Please submit your offer using the Annexes provided ONLY. Offers not conforming to the requested formats may not be taken into consideration. The bidder should provide the rates for the requirement as specified in Financial Form Annex-B.

Special Notes:

  • Currency of the offer: United States Dollars (USD) or Egyptian Pound (EGP);
  • Your quotation must be valid for at least sixty (90) days.
  • Awarded supplier must check/inspect the items before dispatching them to the destination.
  • Unit and total price: your offered price shall be inclusive of all taxes and duties.
  • The offered price shall be all-inclusive for value-added services “packing & Delivery.”
IMPORTANT: Partial award is allowed under this tender, provided that the bid contains requests for offers that are classified into (2) Two Lots.

UNHCR reserves the right to accept the whole or part of your quotation. UNHCR may at its discretion increase or decrease the proposed content when awarding the contract and would not expect a significant variation of the rate submitted. Any such increase or decrease in the contract duration would be negotiated with the successful bidder as part of the finalization of the Purchase Orders for Services

 

  • Samples shall be provided free of charge with no guarantee that they will be returned by UNHCR unless the vendor agrees to take them back “as-is” and pays for their return, if applicable. UNHCR shall give no guarantee as to the condition of the samples upon completion of possible testing and the follow-on technical evaluation process.

  1. PRE-QUALIFICATION

UNHCR has established a set of fundamental criteria that each bidder must meet in order to be further considered or qualified for Technical and Financial Evaluations. The minimum pre-qualifying criteria are as follows:

1. The Company must provide proof that they have been in the business for a minimum of three (3) years on the tender closing date (Pass / Fail)
2. Submission of company documents: License, Registration, and most recent tax certificate registration (رخصة شركة, شهادة إثبات سداد الضريبة, مستخرج من السجل التجاري العام) (Pass / Fail)
3. Commits to the UN Supplier Code of Conduct Annex {D}. (Pass / Fail)
4. Accepts UNHCR General Conditions of Contract for the Provision of Goods Annex {C}. (Pass / Fail)
5. The Bidder provided a sample for the Kits including the packing material (Bags) before the deadline for offer submission to the delivery location (Pass / Fail)
6. The Vendor has signed and stamped Annex F (Confirmation on sanction lists) (Pass / Fail)
7. Fully and duly filled in, signed and stamped UNHCR Vendor Registration Form (Pass / Fail)

N.B: The above table presents mandatory criteria for all participants to be qualified for the Technical and Financial Evaluations.

  1. 3. BID EVALUATION
  1. Technical Evaluation (Pass/Fail): UNHCR technical team will review the submitted documents with the other additional technical information and samples and confirm that your technical offer meets UNHCR requirements. Only passing companies will be considered for the financial evaluation.
Criteria Assessment
1. The offered goods should fully conform to the specifications given in Annex – A (Pass / Fail)
2. The supplier’s mobilization and delivery time is in line with the requirement specified in Annex A (maximum 12 days) (Pass / Fail)

Please note that UNHCR is not bound to select any of the firms’ submitting bids and does not bind itself in any way to select the firm offering the lowest price. Furthermore, the PO will be awarded to the bid considered most responsive to the needs, as well as conforming to UNHCR’s general principles, including economy and efficiency and best value for money.

 

  • Financial Evaluation: bids will be tabulated and compared for all participating bidders passing the Technical Evaluation stage. The contract may be awarded to the vendor(s) with the lowest-priced offer passing the technical evaluation.

Please be aware of the fact that the e-mail policy employed by UNHCR limits the size of attachments to a maximum of 20 Mb so it may be necessary to send more than one e-mail for the whole submission.

REQUESTS FOR CLARIFICATION

Bidders are required to submit any request for clarification or any questions in respect of this RFQ by e-mail to [email protected]. The deadline for receipt of questions is 22 October 2024 by 23:59 Egypt time.

Bidders are requested to keep all questions concise. UNHCR will copy any reply to a question to all other invited suppliers or through the same channels that this tender was officially published through. All the emails sent requesting clarification MUST have the following Subject line:

Email subject: RFQ/CAl/031/24 – QUERY!

UNHCR reserves the right NOT TO REPLY to emails that have no “Query” mark in the email Subject line or that were received after the deadline.

  1. TERMS FOR PURCHASE ORDERS

Any Purchase Order (PO) issued as a result of this RFQ will be made in the currency of your offer. Payment will be made in accordance with the General Conditions for the Purchase of Goods and in the currency in which the PO is issued. Payments shall only be initiated after confirmation of successful completion by UNHCR focal point.

  1. Zero Tolerance Policy

Please note that UNHCR strictly follows zero tolerance policy and as such, advises its bidders not to offer any gifts, favor, hospitality, commission, etc. to UNHCR Staff. Any bidder found to be offering gifts, favor, hospitality, commission, etc. to UNHCR Staff will be placed on the United Nations-sanctioned list.
