Kuwait Fund Provides a grant to support housing rehabilitation & maintenance for internally displaced returnees in Yemen

The Kuwait Fund signed an agreement today with the United Nations High Commissioner for Refugees (UNHCR) whereby the Fund will provide a grant amounting to USD 2.1 Million in Support of the Housing Rehabilitation and Maintenance for Internally Displaced Returnees Project in the Republic of Yemen.

The Grant Agreement was signed on behalf of the Kuwait Fund by Mr. Waleed Sh. Al-Bahar, Acting Director General and on behalf of the United Nations High Commissioner for Refugees by Ms. Nisreen Rubaian, United Nations High Commissioner for Refugees Representative to the State of Kuwait.

The Project targets returning Internally Displaced Persons and support the self-reliance of returning families by providing them with the necessary materials, equipment and labor costs to rehabilitate their homes damaged by the ongoing conflict in Yemen. The Project will contribute to improving the living conditions of returning IDPs and ensuring the peaceful coexistence among their host communities. Moreover, the Project will ensure that the most needy individuals and families in the governorates with the highest concentration of returning IDPs will be targeted. The number of direct beneficiaries of the Project activities is estimated at about 670 families.

On the sidelines of the agreement signing, Mr. Waleed Sh. Al-Bahar stated: “The signing of the agreement to support the Housing Rehabilitation and Maintenance for Internally Displaced Returnees Project in the Republic of Yemen, today, confirms the commitment of the State of Kuwait, represented by the Kuwait Fund, to stand by the people of Yemen who are facing harsh living conditions in light of the catastrophic humanitarian crisis the country is witnessing due to war and economic instability, which has led to the displacement of millions of people and a sharp deterioration in housing conditions.”

For her part, Ms. Nisreen Rubaian explained the difficult humanitarian conditions that the Republic of Yemen is going through: “Yemen remains one of the world’s most complex humanitarian crises, with over four million people displaced due to ongoing conflict and economic instability. The humanitarian needs are immense, particularly in the shelter sector, where an estimated 6.7 million people—40% of whom are internally displaced persons (IDPs)—lack adequate housing. Many returnees face dire living conditions, with damaged or destroyed homes, exposing them to protection risks and further displacement. The limited access to basic services and livelihood opportunities compounds their vulnerability, making sustainable shelter solutions an urgent priority.”

This Grant is the eighth contribution of its kind between the two Parties in the field of humanitarian support, as the Kuwait Fund has previously provided about USD 24 million to the United Nations High Commissioner for Refugees since 2016 to finance 7 projects, the last of which was concluded on 17/10/2024 in Support of the Improving Living Conditions for the Rohingya Refugees Project in People's Republic of Bangladesh with a grant of USD 2.0 million.
