UNHCR in the Russian Federation operates through its Representation in Moscow since 1992. As a signatory to the 1951 Refugee Convention and its 1967 Protocol, and with national refugee legislation adopted in 1993, the Russian Federation has a legal framework in place for refugee protection.
UNHCR supports efforts to ensure that refugees and stateless persons are aware of their rights and works to strengthen national asylum system. Through advocacy, public outreach, and promotion of the Global Compact on Refugees (GCR), UNHCR aims to safeguard protection space and foster greater understanding of its global mandate and activities.
