UNHCR Philippines is inviting qualified suppliers to submit a quotation for the establishment of a contract for the Provision of a Facilitator and Documenter for the DOJ-RSPPU and UNHCR Strategic Planning Workshop on 26-29 October 2026.

The Department of Justice - Refugees and Stateless Persons Protection Unit (DOJ-RSPPU), in partnership with UNHCR Philippines, will convene a Strategic Planning Workshop to review progress against the DOJ-RSPPU Roadmap 2025-2027 and define priorities and strategic directions for 2027. The workshop forms part of ongoing efforts to strengthen refugee protection, statelessness determination, inclusion, and durable solutions for refugees, asylum seekers, stateless persons, and populations at risk of statelessness in the Philippines.

The activity is expected to bring together DOJ-RSPPU leadership and personnel, selected representatives from UNHCR Philippines, resource persons, and facilitators, with an estimated participation of approximately 25-30 individuals.

To ensure effective facilitation, meaningful participation, and high-quality documentation of workshop outputs, DOJ-RSPPU and UNHCR seek to engage a qualified service provider to facilitate and document the workshop.

RFQ Submission

The quotation shall be submitted to on or before 20 October 2026 – 17:00 PHL by e-mail in PDF format to [email protected] or [email protected]
Please be aware of the fact that the e-mail policy employed by UNHCR limits the size of attachments to a maximum of [10] Mb so it may be necessary to send more than one e-mail for the whole submission.
Please indicate in the e-mail subject field:

• Name of your firm
• Number of e-mails that are sent (example: 1/2, 2/2)
Your quotation must be valid at least for 30 (thirty) days from the deadline for submission. UNHCR will make its best effort to select a company within this period.
Please find below detailed RFQ document, ANNEX A for the Terms of Reference, and ANNEX B for UNHCR’s General Conditions of Contracts for the Provision of Goods and/or Services, which have to be acknowledged by submitting a signed copy together with your offer.
