Manila, Philippines – The United Nations High Commissioner for Refugees (UNHCR), together with government partners, reaffirmed its commitment to ending statelessness and ensuring that every person is recognized before the law through the formal turnover of seven (7) vehicles that will strengthen birth registration and civil registration services across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and Sulu.

The ceremonial handovers on 14-15 October 2026, conducted in Maguindanao del Sur, Maguindanao del Norte, and for the Philippine Statistics Authority-BARMM (PSA-BARMM), form part of the National Action Plan to End Statelessness 2.0 (NAP 2.0) and the Initiative on Promoting Digital Birth Registration in BARMM and Sulu. Supported by the Government of Japan, the initiative aims to bring essential civil registration services closer to geographically isolated, disadvantaged, and underserved communities, where challenges in accessing civil registration services may contribute to risks of exclusion and, in some cases, statelessness.

Maria Ermina Valdeavilla-Gallardo, Head of National Office of UNHCR Philippines, highlighted the importance of investing in birth registration systems as a practical and lasting solution to preventing statelessness.

“Every person has the right to be recognized before the law. Birth registration provides proof of identity and a person's legal link to a State, helping prevent the risk of statelessness. Through this partnership, UNHCR is strengthening local systems and expanding access to documentation for vulnerable communities. These vehicles reflect our shared commitment to ensuring that no one is left behind.”

Birth registration is a fundamental safeguard against statelessness. It establishes a person's legal identity from birth, provides evidence of links to a State, and helps secure access to rights, protection, and essential services throughout life. Yet for many families living in remote and underserved areas, obtaining this critical documentation remains a significant challenge.

Speaking on behalf of the Department of Justice Refugees and Stateless Persons Protection Unit (DOJ-RSPPU), State Counsel Reynaldo Tayag underscored the importance of ensuring that every individual is recognized, documented, and able to fully enjoy their rights. He emphasized that bringing registration services closer to communities is vital to advancing the Government's commitments under NAP 2.0 and achieving universal birth registration as a key safeguard against statelessness.

The newly turned-over vehicles will strengthen the capacity of local government units, social welfare offices, local civil registrars, and community advocates to conduct mobile registration campaigns, outreach activities, and other initiatives that reach underserved populations. By improving mobility and service delivery, the vehicles will help accelerate the implementation of Action Point 5 of NAP 2.0, which calls for universal birth registration as a critical measure to prevent and reduce statelessness.

In Maguindanao del Norte, Vice Governor Datu Marshall Sinsuat emphasized the value of collective action in strengthening access to protection and public services.

“Lasting peace and development are built through strong and compassionate partnerships between government, international organizations, and the communities we serve. These vehicles are not just ordinary assets for our province. They are lifelines that will help bring protection and public services closer to our people.”

The Provincial Government of Maguindanao del Norte recognized its commitment to inclusive governance and its efforts to ensure that every resident is counted, documented, and protected through access to legal identity.

Receiving also the same assets for Maguindanao del Sur, Provincial Planning and Development Coordinator Nulfarid S. Ampatuan stressed the importance of ensuring that distance and lack of documentation do not prevent people from accessing services and opportunities.

“No family should be denied services because of distance or lack of documentation. By bringing birth registration closer to our communities, we are helping ensure that every person is recognized before the law and has access to the opportunities and protection they deserve.”

The Provincial Government of Maguindanao del Sur likewise highlighted the importance of expanding access to civil documentation services and supporting efforts that protect vulnerable populations through timely birth registration and legal identity documentation.

For PSA-BARMM, Regional Director Akan Tula underscored the transformative role of legal identity in people's lives.

“A legal identity is key to accessing essential services and opportunities. These vehicles represent our collective commitment to bringing civil registration services closer to communities and ensuring that no one is left behind.”

The handover to PSA-BARMM recognizes the agency's critical role in advancing civil registration and vital statistics across the region, particularly among hard-to-reach communities and populations at risk of statelessness.

The initiative is implemented through the partnership of Bangsamoro Government through the Ministry of Social Services and Development (MSSD), UNHCR, UNICEF, the Philippine Statistics Authority, Public Attorney's Office, local government units, and other stakeholders, with the generous support of the Government of Japan. Together, the partners are strengthening local civil registration systems, expanding digital birth registration, and ensuring that legal identity services reach communities most at risk of exclusion and statelessness.

The handover ceremonies underscored that ending statelessness requires sustained collaboration across government institutions, development partners, and communities. By investing in stronger civil registration systems, digital innovation, and community-based outreach, partners are helping ensure that every person is recognized before the law, can access proof of legal identity, and is protected from the risk of statelessness. Through these collective efforts, more individuals can fully access their rights, protection, and opportunities, leaving no one behind.

The newly turned-over vehicles will further enhance mobile registration and outreach efforts, enabling authorities to reach remote communities more effectively and accelerating progress towards universal birth registration, stronger protection systems, and the shared goal of ending statelessness. These latest investments build on the initiative’s strong achievements to date.

Since its launch, the Initiative on Promoting Digital Birth Registration in BARMM and Sulu has made significant strides in expanding access to legal identity and preventing statelessness. Working in partnership with national and local government counterparts across 50 priority municipalities, the initiative has facilitated the birth registration of 34,624 individuals, with 27,620 birth certificates issued to date. Through strengthened civil registration systems, enhanced local capacities, and increased outreach to underserved communities, the initiative is helping ensure that more people are recognized before the law and can access the rights, protection, and opportunities that come with a legal identity.
