Angola hosts refugees and asylum-seekers mostly from the DRC, with UNHCR operations supporting access to protection, documentation, and durable solutions.
Most refugees and asylum-seekers hosted in Angola are from the Democratic Republic of the Congo (DRC), including 17% who arrived during the 2017 mass influx from the Great Kasai province. Other nationalities of concern to UNHCR in Angola include Guineans, Ivorians, Mauritanians, Somalis, Sudanese, and Eritreans, most of whom reside in urban areas.
UNHCR in Angola works in close partnership and dialogue with the Government, supporting the development of policies and legislation aligned with global commitments related to refugees, asylum-seekers, and stateless persons. Activities include ensuring unhindered access to territory and asylum, registration, documentation, and refugee status determination for those in need of international protection.
UNHCR also provides humanitarian assistance to displaced populations and host communities, helping to meet basic needs and ensure access to essential services and livelihood opportunities. Advocacy efforts continue to promote the inclusion of refugees in national development plans and other key programmes implemented by the Government, NGOs, UN agencies, and international partners.
UNHCR has maintained a presence in Luanda for over 40 years, with a Field Office in Dundo since 2017.
