Considerations for the design of the new UK Independent Appeals Body
The UK Government has announced that it intends to establish a new Independent Appeals Body to hear asylum appeals, as set out in the Restoring Order and Control policy statement of November 2025. This reform seeks to expand appeals capacity through the creation of a dedicated appeals body. The Home Office is currently considering how best to design this new body and has sought inputs through a formal consultation process.
UNHCR has shared detailed observations with the Government, setting out international standards and core due process requirements to help inform the design and operation of the new appeals body so that it upholds the rule of law and maintains the fairness, efficiency and integrity of the asylum system.
