1. Adoption of the agenda

2. Adoption of the draft report of the extraordinary meeting of the Standing Committee (8 December 1998) and work programme of the Standing Committee in 1999

(i) The draft report of the extraordinary meeting of the Standing Committee, which was held on 8 December 1998, is contained in document EC/49/SC/CRP.3.

(ii) The work programme of the Standing Committee in 1999 adopted at the planning meeting held on 8 December 1998 is contained in document EC/49/SC/CRP.9.

3. Programme and funding

The Standing Committee will receive an oral report on the mission of the Chairman of the Executive Committee to West Africa (Côte d'Ivoire, Liberia and Guinea) and consider the following sub-items, each of which will be introduced and discussed separately:

(i) The Standing Committee will consider updated information relating to UNHCR's 1998 and 1999 programmes and funding projections entitled Overall Programme and Funding Projections for 1998 and 1999 (EC/49/SC/CRP.4). In addition, oral strategic presentations will precede discussion on policy and developments in the following regions;

(a) Africa (following this presentation, comments will also be invited on the Security, and Civilian and Humanitarian Character of Refugee Camps and Settlements (EC/49/SC/INF.2); this will be made available in advance of the meeting. In addition, the Secretary-General's Report on Africa (A/52/871 - S/1998/318, issued on 13 April 1998) is available in the conference room).

(b) CASWANAME

(ii) UNHCR's proposed new budget structure (EC/49/SC/CRP.5).

4. Protection/Programme policy

Under this agenda item, the Standing Committee will consider the following sub-items, each of which will be introduced and discussed separately:

(i) Follow-up to the annual theme of the forty-ninth session of the Executive Committee: International Solidarity and Burden-Sharing in all its Aspects: National, Regional and International Responsibilities for Refugees (A/AC.96/904). An information note (EC/49/SC/INF.1) will also be made available in advance of the meeting.

(ii) Reintegration: recent developments (EC/49/SC/CRP.6).

5. Coordination

The Standing Committee will receive an oral update on coordination issues, including the ECOSOC humanitarian segment and IASC/ECHA/ACC.

6. Governance

The Standing Committee will give preliminary consideration to the selection of the Annual Theme for the fiftieth session of the Executive Committee.

7. Management, finance, oversight and human resources

The following issues will be introduced and discussed separately:

(i) Progress Report on the Consultations on the Standardization of UNHCR Reporting (EC/49/SC/CRP.7).

(ii) Enhancement of the Evaluation Function in UNHCR (EC/49/SC/CRP.8).

(iii) Safety and security of staff (EC/49/SC/INF.3); this will be made available in advance of the meeting.
