UNHCR Records of the Central Registry

The Central Registry was responsible for the opening and routing of correspondence and for the filing of working papers and official records from 1951 to 1994. These records document the full range of UNHCR activities for nearly a half a century and as such provide an indispensable introduction to the work of the organization.

Scope:	Series consists of correspondence and memoranda between UNHCR Headquarters and branch offices and governments regarding the legal situation for refugees in each country. Issues include development and amendment of legislation (alien laws, passport laws, residence laws, citizenship laws, etc.); status/attitude of government with respect to the 1951 Convention on the Status of Refugees and the 1967 Protocol; analysis of the situation of specific groups of refugees (e.g., refugees from Burundi in Belgium); eligibility and repatriation procedures; and visa agreements between countries. Series includes drafts of legislation and government policies affecting refugees, and UNHCR comments and reactions. As colonial countries gained independence, UNHCR made efforts to clarify the attitude of the new governments toward conventions and policies originally extended to the former colony by its imperial power. Series includes reports from branch offices on their protection activities; reports on specific protection problems; and memoranda regarding individual cases. Files are organized by country.
