17 Jan 2003 The UN refugee agency has signed an agreement with the governments of Rwanda and Zambia to promote the voluntary return of more than 5,000 Rwandan refugees in Zambia. Returns could start as soon as April, and serve as a blueprint for similar arrangements in the region. -
