UNHCR Marks 37 Years of Protection and Partnerships in Sri Lanka

Colombo — The United Nations Refugee Agency (UNHCR) today commemorated 37 years of service in Sri Lanka, reflecting on its legacy of protection, assistance, and solutions for forcibly displaced and stateless people.

At an event attended by representatives from the Government of Sri Lanka, the United Nations Resident Coordinator, UN agencies, the diplomatic community, civil society, faith-based organizations, operational partners, and donors, UNHCR called for sustained collaboration and support as the agency rationalizes its presence within the country.

For nearly four decades, UNHCR has provided humanitarian assistance through some of Sri Lanka’s most challenging times, from civil conflict and the 2004 tsunami to more recent crises such as the COVID-19 pandemic and economic hardships. The agency has adapted to the country’s evolving needs, transitioning from a peak presence of over 300 staff during the conflict to its current liaison office model, reflecting Sri Lanka’s progress toward recovery and self-reliance.

In her remarks, Ruvendrini Menikdiwela, UNHCR’s Assistant High Commissioner for Protection, highlighted the pivotal role UNHCR has played since its arrival in 1987 at the invitation of the Government of Sri Lanka.

"This event is more than a retrospective; it is a celebration of partnerships and the conviction that even the most complex challenges can be met with compassion and collaboration," she said. "Sri Lanka offers a prime example of how protection must remain at the heart of every action. UNHCR’s work here underscores the necessity to mainstream protection in all aspects of humanitarian assistance, with a focus on dignity, safety, and rights."

Menikdiwela acknowledged the vital partnerships that have amplified UNHCR’s impact, particularly its collaboration with the Government, local authorities, implementing partners, civil society, UN agencies, and diplomatic missions. She also expressed gratitude to donors and resettlement countries, whose generosity has been instrumental in delivering meaningful change.

During the Colombo event, a copy of a retrospective publication titled "In Pursuit of Solutions: A Retrospective of UNHCR's Legacy in Sri Lanka" was presented to Pradeep Saputhanthri, Secretary to the Hon. Prime Minister of Sri Lanka, the chief guest at the ceremony. The book not only chronicles UNHCR’s history in Sri Lanka but also sheds light on the resilience and courage of forcibly displaced and stateless people, who have taken charge of their own futures and rebuilt their lives despite adversity.

As UNHCR adapts its operational footprint in Sri Lanka, the agency reaffirmed its commitment to continue supporting the country in seeking solutions for displaced and stateless people and ensuring that no one is left behind.
