Europe Region Quarterly Update — Education: a lifeline amid forced displacement (Q3 July - September 2025)
Education is a lifeline for forcibly displaced and stateless children and youth across Europe. It provides not only knowledge and skills for a stable and resilient future, but also stability, routine and hope. Therefore, ensuring access to quality education is integral to UNHCR’s protection and inclusion work across Europe.
Throughout 2025, many countries across Europe continued efforts to include refugee and asylum-seeking children in national education systems, with encouraging progress in the enrolment of children from Ukraine. Yet challenges remain. Asylum-seeking children from other regions, unaccompanied children and those with disabilities often face prolonged disruptions to their schooling. Limited capacity in schools, teacher shortages, language barriers and reliance on remote or dual learning risk leaving many children behind.
Through this report, UNHCR seeks to highlight progress, identify ongoing challenges and provide suggestions to governments and partners on ensuring that all displaced children in Europe can access quality education. UNHCR remains committed to working with governments, civil society and partners to close these gaps. By working with authorities to strengthen national systems and ensure displaced children can learn alongside their peers, UNHCR aims to secure forcibly displaced and stateless children’s right to education as well as their right for a brighter, more stable future.
