Severe Tropical Storm Kristine: UNHCR Philippines Emergency Response (14 November 2024 – 31 January 2025)

21 May 2025

This report documents the emergency protection response of UNHCR Philippines to Severe Tropical Storm (STS) Kristine (international name: Trami), which struck the country in late October 2024, severely impacting Regions II, IV-A, and V. The province of Batangas in Region IV-A and parts of Camarines Sur in Region V were identified as priority areas due to significant displacement and destruction.

In response to a formal request from the Philippine government, UNHCR collaborated with local partners Caritas Philippines and ACCORD to deliver a targeted protection intervention through Cash-Based Interventions (CBIs), particularly Cash for Protection, to affected populations. The initiative primarily aimed to support the reissuance of lost or damaged civil documents and meet other critical protection needs.
