The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on

December 14, 1950, by the United Nations General Assembly. The agency is mandated to lead and

co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its

primary purpose is to safeguard the rights and well-being of refugees. It also has a mandate to help

stateless people.

To address these issues, UNHCR is initiating a project to support birth registration within the two

population groups along with decommissioned combatants and their families to facilitate access to

documentation to establish legal identity and contribute to sustainable solutions to end statelessness.

As part of this initiative, UNHCR will provide support to the digitization process of 50 local civil

registrars in BARMM with the objective of strengthening their intake and data management

capacities. This will be done through the provision of equipment and establishment of an archiving,

indexing, and recording system which reduces manual records processing. This will later allow ease

in integration with the civil registry digitalization efforts of the Philippine Statistics Authority

through its PhilCRRIS once it is fully rolled-out.

1. REQUIREMENTS

The Office of the United Nations High Commissioner for Refugees (UNHCR) Philippines, invites

qualified service providers to make a firm offer for the establishment of contract for the

Programming Services.

Please, find attached in Annex A the Terms of Reference of the Programming Services.

Please, give a detailed and exhaustive description of the service and the applicable fee, responding to

the needs expressed in ANNEX A.

Please include the following price information in your quote (without VAT):

- Currency: Philippine Peso

- Please provide quotation of total cost (all inclusive)

Please note that UNHCR has tax and duty exemption status.

2. RFQ Submission

We would appreciate receiving your quotation on or before 18 October 2024 – 23:59 hrs.,

Philippines Time by e-mail in PDF format to [email protected].

Please be aware of the fact that the e-mail policy employed by UNHCR limits the size of attachments

to a maximum of 8 Mb so it may be necessary to send more than one e-mail for the whole

submission.

Please indicate in the e-mail subject field:

- RFQ/24/030/PHL

- Name of your firm

Your quotation must be valid as least for 60 days. The standard payment term of UNHCR is net 30

days upon satisfactory delivery of services and acceptance thereof by UNHCR.
