Overview

The Ministry of Foreign Affairs (MoFA) of the State of Qatar is the government entity responsible for managing the foreign relations and diplomatic affairs of the State of Qatar since its establishment in 1971. The Ministry’s strategy aligns with Qatar National Vision 2030, focusing on enhancing and advancing international cooperation with countries, regional and international organizations to promote global peace.

The Ministry comprises several specialised departments, including the Department of International Organizations, which leads on strengthening Qatar’s relations with the United Nations and its agencies, as well as other international organizations. This is carried out in line with the country’s goals and interests, and in coordination and consultation with relevant national entities.

Support to UNHCR

UNHCR’s partnership with the Government of Qatar and the Ministry of Foreign Affairs spans more than a decade. In 2018, UNHCR and Qatar signed a host country agreement on the sidelines of the Doha Forum, further solidifying this partnership. The close and strategic relationship with the MoFA forms the foundation of all cooperation between UNHCR and Qatari entities.

In addition to MOFA’s support for UNHCR’s mission and presence in Doha, including hosting UNHCR’s office as part of the “UN House”, the Ministry’s Department of International Organizations generously supported the operations of UNHCR’s country office in Qatar in 2022 and throughout the years from 2024 to 2026.

Beyond financial contributions, the State of Qatar has supported UNHCR through diplomatic efforts, as it officially assumed the chairmanship of the Core Group of the Support Platform for the Solutions Strategy for Afghan Refugees (SSAR) from July 2023 to September 2024. The government’s pioneering role in mediation in the region and beyond has also contributed to the delivery of much needed assistance to vulnerable individuals, with MOFA facilitated an airlift of over 90 tons of UNHCR winter core relief items to Kabul in December 2021. The Ministry also supported with the shipment of more than 120 tons of emergency aid provided by UNHCR to Lebanese citizens and refugees via Qatar’s humanitarian air bridge to Lebanon in 2024.
