Statelessness E-Learning Course
Overview:
Thailand hosts one of the world’s largest reported stateless populations. The stateless population in Thailand is predominantly composed of members of ethnic minorities residing in mountainous and border areas.
Thailand is not a party to the 1954 Convention relating to the Status of Stateless Persons (the 1954 Convention) and the 1961 Convention on the Reduction of Statelessness (the 1961 Convention). Acknowledging the problem, the Thai Government established a legal framework for accessing nationality through the 2005 National Strategy on Administration of Legal Status and Rights of Persons and enacted a range of legislative changes relating to civil registration and access to nationality.
The Thailand: Statelessness E-Learning Course was developed under the UNHCR – UNICEF Joint Strategy for Addressing Childhood Statelessness with the aim of informing and increasing understanding of statelessness in Thailand and how it can be addressed. The course provides guidance on statelessness in Thailand, including an overview of the situation, issues related to the rights of stateless people and the legal and policy framework for addressing statelessness.
Course objectives:
- Promote the right to nationality and access to basic rights and services of stateless people
- Increase knowledge and understanding of statelessness in Thailand, particularly the legislative framework for preventing and reducing statelessness
- Increase the audience’s ability to process an application related to civil registration and nationality
