UNHCR welcomes Thailand’s move to issue identification cards to refugees in temporary shelters

BANGKOK, 15 May 2026 – UNHCR, the UN Refugee Agency, welcomes the announcement by Thailand’s Ministry of Interior on the issuance of identification cards for refugees living in temporary shelters along the Thailand-Myanmar border.

The measure follows Thailand’s 26 August 2025 Cabinet Resolution, which enabled refugees residing in temporary shelters to access legal employment.

UNHCR commends the Royal Thai Government’s continued efforts to strengthen documentation for refugees who have lived in Thailand for decades. Documentation is an important foundation for participation in formal employment and supports efforts towards greater self-reliance.

“Access to documentation helps refugees move beyond aid dependency,” said Tammi Sharpe, UNHCR Representative in Thailand. “This practical step helps unlock refugees’ skills and experiences in ways that benefit local communities while contributing to Thailand’s economy.”

UNHCR remains committed to working with the Royal Thai Government, humanitarian and development partners, civil society and refugee communities to support implementation efforts in a practical and protection-sensitive manner.
