UNHCR has been present in Romania since 1989. Romania became a signatory to both the 1951 Refugee Convention and its 1967 Protocol on 7 January 1991, reaffirming its commitment to international refugee protection. The country further strengthened its legal framework by acceding to the UN Statelessness Conventions in 2005 and 2006. Romania is expected to adopt the European Union Pact on Migration and Asylum by June 2026.

UNHCR and its NGO partners support the government response to protect and find solutions for refugees through initiatives fostering inclusion, self-reliance, community outreach and counselling, and through targeted assistance. UNHCR leads the Inter-Agency Coordination platform comprising 42 partners providing humanitarian support to refugees from Ukraine. In addition, since 2008, UNHCR has supported refugees and asylum seekers hosted at the Emergency Transit Centre in Timișoara, pending resettlement to other countries.
