Mandate and goals
UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people.UNHCR is primarily mandated to provide international protection and humanitarian assistance, and to seek durable solutions for persons of concern to UNHCR forced to flee their homes: refugees, asylum-seekers, persons in a refugee-like situation, and internally displaced, as well as stateless people and returnees.

UNHCR Armenia is committed to addressing the humanitarian needs and promoting the integration of displaced populations who have sought protection in armenia. Building on three decades of progress—particularly in legislative reforms, the establishment of asylum procedures, and the development of humanitarian response networks—UNHCR’s key directions for 2025 are:
- Strengthened Protection : Safeguarding international protection standard and ensuring access to rights and services for displaced individuals.
- Inclusion and Empowerment: Advancing policies and programs that enable refugees and displaced persons to actively contribute to host communities and participate in shaping their own futures.
- Ending Statelessness: Accelerating efforts to eradicate statelessness in line with the goals of the #IBelong campaign.
- Disaster Risk Management and Climate Action : Integrating climate resilience and disaster risk management into humanitarian programming to better protect displaced populations from climate-related risks and environmental vulnerabilities.
