UNHCR presented priorities for refugee support under new UN–Belarus Cooperation Framework
MINSK — Arman Harutyunyan, Head of UNHCR Offices in the Russian Federation and the Republic of Belarus, took part in the first annual review meeting of the United Nations–Republic of Belarus Sustainable Development Cooperation Framework for 2026–2030. The event was co-chaired by Igor Sekreta, Deputy Minister of Foreign Affairs of the Republic of Belarus, and Rasul Baghirov, UN Resident Coordinator in Belarus.
The meeting brought together representatives of the UN Country Team, the diplomatic corps, international organizations and the business community to discuss cooperation priorities for the next five years. The Cooperation Framework defines the key areas of engagement between Belarus and the UN system in the field of sustainable development and is aligned with the country’s long-term objectives.
Arman Harutyunyan spoke during the session “Ideas for Cooperation from UN Agencies,” alongside representatives of UNDP, UNICEF, UNFPA, UN Women, WHO and FAO. In his remarks, he presented UNHCR’s priorities in Belarus, highlighting the shift from emergency assistance for refugees towards long-term solutions and more sustainable integration.
Particular attention was given to the inclusion of refugees in national systems, access to public services, the development of inter-agency cooperation and support for local coordination mechanisms. UNHCR also emphasized the importance of cooperation with NGOs, local partners and the private sector.
UNHCR will continue working with government institutions, UN agencies, civil society and other partners to support refugees and promote their sustainable inclusion in host communities in Belarus.
