Emergency response remains at the heart of UNHCR's mission. Yet, despite progress in early warning systems and preparedness planning, crises can still erupt suddenly and with devastating impact. UNHCR’s Emergency Response Mechanism (ERM) ensures that pre-positioned funds are available to respond rapidly when emergencies strike or risks escalate.

Funded by public and private donors, the ERM enables field teams to act within 72 hours of an emergency declaration – kick-starting life-saving responses to protect people forced to flee.

Overseen by a board of UNHCR senior leaders, the ERM allocates funding based on urgency, humanitarian impact, and feasibility. These pre-positioned funds allow country operations to deliver immediate protection, registration, financial aid, and core relief items, as well as shelter and settlement support where needed.

The ERM complements the broader support outlined in UNHCR’s Global Appeal, which focuses on longer-term protection, access to services, and durable solutions. When operations secure alternative funding, ERM resources can be replenished, ensuring funds are always ready for the next emergency.
