UNHCR's work is made possible by the generosity of dozens of governments, hundreds of companies and millions of private individuals who give directly to UNHCR's National Partners.

How does UNHCR record contributions?

UNHCR classifies contributions according to their level of flexibility and the degree to which they are earmarked. This classification is structured into four distinct tiers, ranging from highly flexible, unearmarked funding to tightly earmarked contributions designated for specific countries, sectors, or activities.

Flexible funding

Unearmarked

Contributed without restrictions on its use. It provides vital flexibility in determining how best to protect and assist people forced to flee.

Softly earmarked

It enables resource allocation across multiple countries in a region or emergency, or for specific population groups or themes, based on identified priorities.

Earmarked funding

Earmarked

Contributions for a specific country without any further limitations. It also includes contributions for responding to an emergency situation within a specified country.

Tightly earmarked

Contributions earmarked for a specific project or sector within a country or division. It also includes in-kind contributions and Junior Professional Officers' funds.

Multi-year funding

Pledged for 24 months or more. Whilst not all multi-year funding is flexible, the value of this type of contribution is its predictability, allowing UNHCR to apportion resources where they are needed most at the beginning of the year.

The role of private sector and national partners

The support from the private sector

The private sector remains a key source of funds, including unearmarked funding, with $278 million - 44% of total private sector contributions - provided without specific allocation in 2024. In 2024, voluntary contributions from individuals and the private sector totaled $630 million, accounting for 13% of UNHCR’s overall income. Of this amount, $361 million came from individual donors, while partnerships and philanthropy contributed $269 million.

The role of national partners

Entrusted with UNHCR's name, logo, and brand, they mobilize resources and awareness on its behalf for forcibly displaced and stateless people. UNHCR relies on the support of 11 National Partners, each established as an independent, non-governmental organization in the country where it operates. The funding they have collectively raised in recent years has risen rapidly, with a total income of $358 million. In 2024, they facilitated 55% of individual and private sector donations coming to UNHCR.
